Budget Revision Reminder
The last day to submit budget revisions for the 2020–21 Fiscal Year is Friday, October 15, 2021. Please work with your fiscal staff to ensure that those final budget revisions are submitted by the due date. This will ensure that OSPI staff have adequate time to review the revisions and move them through the approval process as we close out the 2020–21 fiscal year.

Title I, Part A Comparability Report Available Soon
The Title I, Part A Comparability Report, form package (FP) 361, will be available soon in iGrants and is due Friday, October 29, 2021.
Per Section 1118(c) of the Every Student Succeeds Act, a condition of receiving Title I, Part A funds, Local Educational Agencies (LEAs) must ensure that state and local funds are used to provide services that taken as a whole, are comparable between Title I, Part A and non-Title I, Part A schools. Most LEAs will use October 2021 enrollment data to conduct the annual comparability analysis. LEAs need to make appropriate adjustments to staffing in Title I, Part A and Non-Title I, Part A schools if the analysis demonstrates an issue with comparability.
NOTE: Preschool staffing and students should be excluded from comparability analysis. The LEA may choose to exclude the following: State-funded Learning Assistance Program (LAP), state-funded special education and state-funded LEP/bilingual educational staff. See the FP 361 Instructions (found within the FP) for other details about who to include and completing the report.

We need you to…Share Your Story!
Title I, Part A wants to hear about the successes districts and schools are having in getting parents and families involved in their students’ education. This case study form is provided by the Title I, Part A and LAP department at OSPI to gather descriptive information from K–12 schools on specific PFE strategies, e.g., larger LEA-wide initiatives or smaller projects involving one or more classrooms, and that have helped to increase student academic outcomes.
Use the effective PFE form for activities that were funded with federal or state dollars as well as projects that were supported by local or other funding sources.

Two Substance Abuse Prevention Grants Available
These grants are for middle school age youth throughout the state of Washington.
LifeSkills Substance Abuse Prevention Grant, iGrants FP 761;

Readiness to Implement LifeSkills Grant, iGrants FP 962;
- Allows schools, districts and/or ESDs to analyze local Healthy Youth Survey data to identify substance use prevention and intervention needs
- Explore the Botvin LifeSkills Middle School Training to see if it’s a good fit.
The Grant Application Deadline is Thursday October 14, 2021.

Reporting Reminders
Before LAP funds can be released for the 2021–22 school year, LEAs must have:
- Submitted FP 218 in iGrants.

Submitted LAP end-of-year (EOY) report for school year 2020–21 in EDS.
It is important for LEAs to follow each step of the user guides included in the resources below. There are special instructions for completing the Fund Allocation tab in the EOY Report. Due to legislative changes, this tab requires a “No” response to mark the application complete. LEAs will then submit a separate FP 218 to accept funds for the 2021–22 school year.
Due Dates:
- FP 218–September 9, 2021 (still open)
- LAP EOY Report–September 30, 2021 (still open)
Due to the technical difficulties many are experiencing, the due dates above are soft deadlines. If you want to start receiving LAP funding in October, please complete the above tasks before October 18. The remaining apportionment deadlines are November 15 and December 16. December 16 is the last possible date for LEAs to meet the requirements for accessing LAP funds in 2021–22.

HB 1208 (2021) Resources
LAP has created the resources below to help LEAs and schools understand the changes to LAP as a result of the passage of HB 1208 (2021).
These statutory changes impact OSPI rules for LAP under chapter 392-162 WAC. The agency has completed emergency rulemaking to align the rules with the provisions of HB 1208 (2021) and has initiated the regular rulemaking process.
