PFE Website, Resources, and Downloadable Guides
The Title I, Part A PFE website provides LEAs and schools with a variety of tools and guidance, such as parent notifications, templates, checklists, as well as best practices around engaging families. The PFE website is divided into the components below, and is designed to help you with the implementation of PFE program requirements. The templates included in the following sections, can be modified for online use. Some sections are divided by LEA Role and School Role.
Our library of downloadable guides will help parents and families understand school improvement; how Title I, Part A works; what to expect from the school and district; and how to encourage academic achievement.

(Education of Homeless Children and Youth)
The OSPI Homeless Education Office is pleased to announce the 2021 date(s) for our Annual McKinney-Vento Training!
October 5–6 & 26–27 (repeat of October 5–6)
This year we are happy to welcome Patricia Julianelle from SchoolHouse Connection as our presenter/facilitator. SchoolHouse Connection (SHC) is a national non-profit organization working to overcome homelessness through education. They provide strategic advocacy and practical assistance to state and local educational agencies, institutions of higher education, homeless service providers, and youth. SHC’s team has over six decades of combined experience with implementation of the McKinney-Vento Homeless Assistance Act and best practices in the education of children and youth experiencing homelessness.
Day One: (9 am–Noon) Three-hour virtual workshop featuring a McKinney-Vento overview, program implementation, working through the challenges of COVID, the American Rescue Plan Act, best practices in serving students experiencing homelessness, panel presentations, and much more!
Day Two: (9–10:30 am) Ninety minute virtual workshop featuring partner presentations offered by a variety of key supporters and critical partners who are working to support children and youth in homeless situations, plus an informative Q&A session to wrap up the two-day event!

Reporting Reminders
Before LAP funds are released for the 2021–22 school year, LEAs must have:
- Submitted form package (FP) 218 in iGrants.

Submitted* LAP end-of-year (EOY) report for school year 2020–21 in EDS.
It is important for LEAs to follow each step of the user guides included as resources below. There are special instructions for completing the Fund Allocation tab in the EOY Report. Due to legislative changes, this tab requires a “No” response to mark the application complete. LEAs will then submit a separate FP 218 to accept funds for the 2021–22 school year.
* The requirement has been adjusted to provide maximum flexibility to districts in response to the functionality issues with the EOY report.
Due Dates:
- FP 218–September 9, 2021
- LAP EOY Report–September 30, 2021
To start receiving LAP funding in September, please complete the above tasks by September 19. The remaining apportionment deadlines are October 18, November 15, and December 16. December 16 is the last possible date for LEAs to meet the requirements for accessing LAP funds in 2021–22.

Family Income Survey
Even though LEAs participating in CEP are no longer required to collect the free and reduced price lunch applications, family income data needs to be collected. This can be achieved through the Family Income Survey. This survey is available on the Community Eligibility Provision (CEP) and Title I, Part A webpage. Without this income data, the loss of E-rate, LAP, and other state funding could be significant. Please review the resources below for more information.

K–2 Screening & Intervention (Dyslexia)
LAP base funds may be used to meet the requirements of the K–2 Screening and Intervention law in accordance with LAP emergency rules. This allowability includes funding screeners recommended by the Dyslexia Advisory Council as well as interventions required under RCW 28A.320.260(3) to support K–2 students who show indications of below grade level literacy development or indications of, or areas of weakness associated with, dyslexia. You can find more resources on screening tools and best practices below.
The Dyslexia Advisory Council has recommended the RAN/RAS published by Pro-Ed and distributed by Gander Publishing as best practice for Washington School Districts. While using a different RAN assessment is allowable for 2021–22, LAP base funds can only be used to purchase recommended screeners. A different RAN/RAS assessment, however, can be purchased utilizing other funds.

HB 1208 (2021) Resources
LAP has created the resources below to help LEAs and schools understand the changes to LAP as a result of the passage of HB 1208 (2021).
These statutory changes impact OSPI rules for LAP under chapter 392-162 WAC. The agency has completed emergency rulemaking to align the rules with the provisions of HB 1208 (2021) and has initiated the regular rulemaking process. If you are interested in providing input on definitions, please contact LAP@k12.wa.us.

CPR monitoring in 2021–22 will continue to focus on reviews that remain open from the 2020–21 school year and before. A limited number of new reviews will be conducted with ten LEAs selected based on our annual risk assessment and the “big four” LEAs (based on federal fund allocation). LEAs in ESD Regions 121 and 171 will not be included for CPRs this year unless they are selected by our risk assessment. The CPR monitoring cycle remains on pause in response to the ongoing pandemic and changes being considered for the CPR process as a whole. LEAs selected for CPR will be notified soon via email, and the full list of LEAs selected will be posted to the CPR webpage in September. Monitoring will continue for all LEAs through grant management, reporting, and technical assistance activities. Find more information in Bulletin 048-21.
