The Summer Food Service Program’s (SFSP) operation is coming to a close for the year. Here are a few closing reminders:
File your August & September claims!
- Food Service Management Contracted (FSMC) & Vended Sponsors – Correct your SFSP Average Daily Attendance (ADA) before submitting claims.
- FSMCs and Vended Sponsors cannot be reimbursed for any meals above the 120% of the ADA. Update the ADA prior to submitting the claim for the excess meals to be reimbursed.
- Monthly claim data must be in "OK to Pay" status by 5:00 pm PT on the 15th.
- Didn't submit your claim by the 15th? That's okay! Submit your monthly claim by the 60-day deadline.
- August claims must be submitted by November 1, 2021 and September claims must be submitted by November 29, 2021.
- Refer to the Claims Reference Sheet for details on what to do if you don't submit your claims by the 60-day claim deadline.
- Errors must be resolved for claims to be paid. WINS has multiple edit checks to help resolve issues before your claim is submitted.
- Pro-Tip: Always select “Preview Errors” at the bottom of each site claim once information is entered.
Store program records according to Record Retention requirements!
- Federal retention requirements are 3 years following the end of the fiscal year and until all audit and investigative findings have been resolved.

The most restrictive retention requirement must be followed – check both the state’s & your local organization’s retention policies to determine if records must be retained for longer than 3 years.

- Annual training is usually hosted in the early Spring and the SFSP application should open in April 2022. CNS Updates should resume early next year!

Hannah Powell, our Summer Program Lead Specialist, will be moving to the School Meal Programs Lead Specialist position and relocating to the Vancouver area.

Currently, Jessica Condron works as a Child and Adult Care Food Program (CACFP) Specialist. Jessica will be taking on the Summer Program Lead Specialist starting in September.
Jessica is “excited to take on a new challenge and learn more about CNS programs.“
Jessica will be finishing out her work with her CACFP sponsor renewals and sponsors will receive information later this fall about who their new specialist will be.

Mary Nagel, Community Nutrition Programs (CNP) Supervisor is retiring August 31!
For the past three years as our CNP supervisor, Mary maintained oversight of both the Child and Adult Care Program and the Summer Food Service Program. During her tenure with Child Nutrition, Mary was tasked with providing guidance during the public health emergency and she graciously accepted this challenge.
Mary’s compassion for others and passion for her work in child nutrition are valuable attributes that are easily seen by all.
Celebrating an Amazing Career
Mary came to Child Nutrition with 10 years of experience working at OSPI as the Family and Consumer Sciences Program Supervisor and 21 years as a teacher! Her work has touched the hearts and shaped the lives of so many children and young adults in our state.
Our team will miss your creativity and leadership. Congratulations on your retirement! Thank you for your many years of service and dedication to children.

Sunset on the Summer Newsletters
Thank you for all your hard work this summer! As the Summer Food Service Program (SFSP) winds down, OSPI Child Nutrition Services will discontinue sending the Summer Newsletter in the coming weeks.
We want to ensure that important information is shared to appropriate groups and that you are able to easily identify which program the newsletter is geared toward. Here are the options as we head into School Year (SY) 21–22:

If your organization will be operating the National School Lunch Program (NSLP) or Seamless Summer Option (SSO) in SY 21–22, you will now only receive the School Meals and Food Distribution Newsletter. Please refer to the School Meals and Food Distribution newsletter for important program reminders and updates.

If your organization only operates the SFSP, you will no longer receive a weekly newsletter until we start communicating about summer 2022 operations.

If your organization operates the CACFP, you should already be receiving a separate weekly newsletter. Please continue to refer to the CACFP Newsletter for important program reminders and updates.

The U.S. Department of Agriculture (USDA) encourages SFSP sponsors and State Agencies to work together to host COVID-19 vaccination clinics at meal sites. Summer sites pose a safe, accessible, and trusted location for teens and their families. Coordinating SFSP sites and vaccination clinics may help underserved communities receive this vital vaccination, while also receiving nutritious meals.
Sponsors interested in hosting a COVID vaccine site in coordination with a meal distribution site should contact their local health department or a local vaccine provider or consult the WA State Department of Health website. Additionally any COVID questions can be directed to 1-800-525-0127.
Meal service locations and operations often change throughout the summer. As a reminder, meals served at unapproved sites or outside of the approved meal service schedules may be disallowed from the claim for reimbursement.
Meal Service Changes
- Changes to meal distribution methods or waivers used, submit a new Meal Distribution Plan to reflect the changes.
- If meal times or dates change, ensure your WINS site calendar is updated prior to the change in operation. Meals are only eligible for reimbursement when served during the State Agency approved dates and times per 7 CFR 225.16. Calendar revisions must be approved prior to meal service.
Adding or Removing Sites
- For new sites, submit a site application and calendar, as well as update the budget to include the site’s projected operating costs. Email your program specialist if the site needs to be added to WINS.
- Site applications and calendars for new sites must be submitted prior to beginning meal service.
- For sites stopping operations, revise the site calendar with the last meal service date.
