Beginning July 1, 2023, teachers and administrators across the career continuum must meet new professional learning requirements to renew their certificates. Established and passed by the Washington State Legislature in ESHB 1426, these new requirements include focused learning on equity-based school practices, educational leadership, and government-to-government relations.

Who can offer the professional learning?
Only organizations that have been designated by the Legislature are eligible to offer professional learning that meets the new certificate renewal requirements. School districts are among the list of providers designated by the Legislature.
Provider directory
If your district intends to offer professional learning designed to meet the requirements in ESHB 1426 for educators outside your district, please complete the provider directory form by September 13, 2021. By completing this form, your district will be added to a statewide list of providers offering professional learning in educational leadership and equity-based school practices.
This directory is not state approval of courses or providers, rather, it is a resource educators can use to find training providers.
What is the new requirement for teacher certificate renewal?
As part of their 100 clock hours for renewal, teachers must complete 15 clock hours, or the equivalent in credit, focused on equity-based school practices aligned to the cultural competency, diversity, equity, and inclusion (CCDEI) standards. Until the CCDEI standards are developed, professional learning must be aligned to the current cultural competency standards.
Teachers must continue to meet existing certificate renewal requirements every five years, including the STEM certificate renewal requirement.
What are the new requirements for administrator certificate renewal?
Administrators are required to complete all of the following as part of their 100 clock hours for certificate renewal:

Professional learning offered for SB 5044
SB 5044 requires districts to offer a day of professional learning every other year, beginning in 2021-22, aligned to the CCDEI or cultural competency standards.
This day of professional learning meets the new equity-based school practices certificate renewal requirement if:
- Appropriate clock hour procedures are followed, including prior course approval
- The clock hours or credits are offered by a legislatively designated provider
This alone may not be enough for certificate renewal. An educator may need additional hours aligned to CCDEI.
