Professional learning on equity-based school practices equips educators to facilitate learning and growth for each and every student. Beginning July 1, 2023, teacher and administrator certificate renewal applications must include evidence of professional learning focused on equity-based school practices. These new requirements were set by the Legislature in HB 1426.

What is the new requirement for teacher certificate renewal?
As part of their 100 clock hours for renewal, teachers must complete 15 clock hours, or the equivalent in credit, focused on equity-based school practices aligned to the cultural competency, diversity, equity, and inclusion (CCDEI) standards. Until the CCDEI standards are developed, professional learning must be aligned to the current cultural competency standards.
Teachers must continue to meet existing certificate renewal requirements every five years, including the STEM certificate renewal requirement.
What are the new requirements for administrator certificate renewal?
Administrators are required to complete all of the following as part of their 100 clock hours for certificate renewal:

Who can offer professional learning that meets the equity-based school practices and educational leadership requirements?
The Legislature has designated the following organizations as eligible to offer professional learning in equity based school practices and educational leadership:
- Association of Washington School Principals (AWSP);
- Office of the Superintendent of Public Instruction (OSPI);
- PESB-approved teacher or administrator preparation program providers;
- Washington Education Association (WEA);
- Washington State Educational Service Districts (ESDs); or
- Washington State school districts, tribal compact schools, approved charter schools, Washington school for the Deaf, Washington school for the Blind.
This list can only be changed by the Legislature.
