The U.S. Department of Education released SP 12-2021: Department of Education Information on the Emergency Broadband Benefit Program (EBB).
The EBB helps eligible families pay for internet service during the pandemic. Households with a child who was approved to receive free or reduced-price meals under the National School Lunch Program (NSLP) or the School Breakfast Program (SBP) during the 2019–20 or 2020–21 school year, including children who attend schools participating in the Community Eligibility Provision (CEP), are eligible for the program.

Sponsors who contracted with Food Service Management Companies (FSMCs) for school year 2020-21 are required to submit reconciliation of USDA foods received.
This report must be submitted to OSPI Child Nutrition Services (CNS) before the last day of your 2020–21 FSMC agreement. If CNS does not receive your reconciliation, we may not approve your FSMC Fact Sheet for school year 2021-22.
The following compliance requirement is documented in each sponsor's original FSMC agreement:
- Sponsors must conduct a reconciliation at least annually (and upon termination of the FSMC contract) to ensure that the FSMC has credited it for the value of all USDA donated foods received for use in the sponsors food service in the school year including USDA Direct Foods, the DOD fresh fruits & vegetable program and USDA Foods diverted for processing. [7 CFR 250.51(a)]

The reduced-price lunch co-pay for Pre-K and students in grades 4–12 is eliminated starting School Year (SY) 2021–22!
In SY06–07, Washington state eliminated the reduced-price co-pay for all students participating in the School Breakfast Program and for students in grades K–3 for the National School Lunch Program (NSLP). Now, all students eligible for reduced-price meals in public schools operating the NSLP can participate at no cost!
Public school district program operators must not charge the $0.30 co-pay for breakfast or the $0.40 co-pay for lunch. Instead, you will receive the co-pay for these meals each month on your claim for reimbursement.
What You Should Do
Please check your point of service meal counting systems ensuring any changes are made to support this change beginning SY2021–22. There will be no new reporting requirements on the claim for reimbursement in WINS.
This is great news for children in Washington state. Thank you to all involved in passing this legislation.

The U.S. Department of Agriculture (USDA) released SP 11-2021, CACFP 10-2021, SFSP 06-2021: Consolidated Appropriations Act, 2021: Effect on Child Nutrition Programs - Revised.
This memo provides guidance to Child Nutrition Program operators regarding Sections 743, 764, 767, and 789 of Division A of the Consolidated Appropriations Act, 2021 which. The memo was revised to correct the timeframe intended by Congress for Section 743:
- Allows the substitution of vegetables for fruits under the School Breakfast Program - effective through School Year 21–22.
- Prohibits funds from being used to procure raw or processed poultry products from the People’s Republic of China in Child Nutrition Programs - effective through September 30, 2021.
- Provides guidance related to pricing of paid lunches for the National School Lunch Program, during school year 2021-2022.
- Allows the offering of low-fat (1% fat) flavored milk in the National School Lunch Program and School Breakfast Program - effective through September 30, 2021.

Join the Institute of Child Nutrition (ICN) for a webinar! The pandemic created marketing challenges that still impact many School Meal Program operators to date. During ICN's May S.T.A.R. webinar, program operators will share their experiences with overcoming challenges and adopting good practices to develop strategic marketing plans.

The Washington State Farm to School & Scratch Cooking Institutes will be a professional development opportunity for child nutrition program food service staff. We encourage ECE administrators, educators, and other partners to develop your farm to apply! The focus of this training will be to use more local, Washington grown foods in scratch-made meals.
Whether starting or expanding your farm to school efforts, the Institutes’ two-day intensive will provide training from expert trainers and guest speakers to assist in the development of Farm to School Action Plans. Regular cohort support check-in calls will also be conducted through fall 2021.

Sponsors who use diversions can request carryover of this year's processor pounds by submitting the Carryover Form. Sponsors will have the entire 2021-22 school year to utilize carryover pounds.
Note: Carryover is not automatic, requests must be submitted if you would like to roll forward your pounds
The Carryover Form will be open June 1–June 18. Keep an eye out for next week's newsletter to submit your request.
