Agenda highlights for PESB meeting
Preparation program review
The Board will explore opportunities to strengthen educator preparation program review, monitoring candidate performance through further program accountability. Specifically, the Board will consider how programs prepare educators to demonstrate the knowledge, skills, and performance required by the Legislature. In addition to the current indicator based system for ongoing review, this would include a review of teacher preparation program curriculum and instruction practices aligned to:
- The inTASC teacher standards
- The cultural competency, diversity, equity, and inclusion standards
- The Washington State social-emotional learning standards
- Ensuring candidates are prepared to implement the Since Time Immemorial curriculum requirements
Principal preparation programs would be reviewed for corresponding role-appropriate standards.

New certificate renewal requirements
Professional learning in equity-based school practices equips educators to facilitate learning and growth for every student. HB 1426, passed by the Washington State Legislature, requires that teachers and administrators complete this professional learning for certificate renewal every five years.
Teachers must complete 15 clock hours focused on equity-based school practices. Administrators are required to complete 10 clock hours on equity-based school practices, 10 clock hours focused on national educational leadership standards, and five clock hours on government-to-government relations with tribal nations. Educators must continue to meet existing renewal requirements.
The equity and educational leadership professional learning for certificate renewal may only be offered by providers designated by the Legislature:
- Association of Washington School Principals (AWSP);
- Office of the Superintendent of Public Instruction (OSPI);
- PESB approved teacher or administrator preparation program providers;
- Washington Education Association (WEA);
- Washington Educational Service Districts; or
- Washington school districts, tribal compact schools, approved charter schools, Washington school for the Deaf, Washington school for the Blind.
The board will also consider changes adding coherence and simplification to the certificate system.

Change in content standards for clock hours and PGPs
Recent legislation has highlighted new and emerging standards in cultural competency, social emotional learning, and national standards for educators.
In incorporating these standards, PESB is considering a coherent change in standards across the career continuum. Previously, there were content standards for clock hour courses, and Washington State benchmarks were used for professional growth plans (PGPs).
The Board is considering a change so that clock hour offerings and in-service PGPs for certificate renewal would align to one or more of the following:
- Professional role standards:
Cultural competency, diversity, equity, and inclusion (CCDEI) standards. Until the CCDEI standards are developed, align to the cultural competency standards.
Social Emotional Learning (SEL) standards, benchmarks, and indicators
Standards for pre-service PGPs for program completion would include inTASC and NELP for teachers and administrators, and ASCA and NASP for school counselors and psychologists.
These changes are not anticipated to restrict the courses offered by clock hour providers or the goals set by educators completing PGPs. Rather, clock hour providers and those completing PGPs should find increased clarity and coherence across the credentialing system.
Clock hour providers would ensure alignment of courses to these standards throughout the year as their local clock hour committees approved individual courses.
