Do Not Make Changes to WINS
We want to make sure that claims are processed and paid on time. Please do not make any site calendar or other WINS changes unless your program specialist directs you to make changes.
We understand that many sponsors may need to extend their anticipated end date for their emergency meal service, but please wait to do this until after April 15th while claims are processed.
How do I submit a claim for operating during this unexpected closure?
Sponsors must submit sponsor applications, site applications, and site calendars for either the Summer Food Service Program (SFSP) or the Seamless Summer Option (SSO). A budget is also required for the SFSP. Once approved by a program specialist, fields will populate for sponsors to create a claim in WINS for the SFSP and SSO.
When creating applications, calendars, and budgets, make sure you click “SUBMIT” for each. This forwards the changes to OSPI for approval. Specialists approve applications and sites calendars in the order they are received.
When you are beginning work in site and sponsor applications for the SFSP or SSO - you can check and uncheck boxes specific to the programs you are revising. Always uncheck NSLP and SBP boxes. This will ensure the site and sponsor applications for these programs remain in approved status. This should not interrupt claiming March meals for the NSLP and SBP in the next few days.
Can I submit my SFSP/ SSO numbers in my NSLP claim?
No. Sponsors must not combine National School Lunch Program (NSLP) or Scholl Breakfast Program (SBP) counts with SFSP meals that they served when students were out of school.
Should I check if my claims are in error status?
Yes. SFSP meals and SSO claim edit checks are through the site calendar and specifically the Average Daily Attendance (ADA) and site CAP.
We are seeing claims in error status due to exceeding meal caps. We recommend to always check your claim for errors. If you are seeing errors, please revise meal counts and contact your program specialist. This requires approval from OSPI CNS.
When will my application be approved?
Specialists are busy helping sponsors with emergency feeding meal distribution plans and all sponsor/site approvals may not happen by April 15.
Sponsors are encouraged to input their NSLP/SBP claims for meals served prior to school closures, in WINS by April 15. Once their sites are approved for SFSP/SSO, go back and revise the March claim for the SFSP/SSO meal counts.
When must I submit my claims?
All claiming rules still apply. Sponsors have up to 60 days to file their SFSP claims if they are not submitted by the initial claim due date. Deadlines are as follows:
March 60-day claim deadline is June 1, 2020
April 60-day claim deadline is June 29, 2020
May 60-day claim deadline is July 30, 2020

GENYOUth and the Dairy Council are providing grants of up to $3,000 per school to supply much-needed resources for meal distribution and delivery efforts to get food to students during COVID-19.
The application should only take a couple minutes to fill out - Apply here!
You can apply for items such as:
- Soft-sided coolers
- Bags and containers for individual servings
- Protective gear for food service sanitation and safety,
This type of equipment will help ensure our children continue to receive the nutritious meals they need.

Many sponsors have been asking about training requirements to operate the Summer Food Service Program (SFSP) during the COVID-19 unexpected closure. Training is required for all sponsors who wish to operate SFSP. Sponsor administrators must attend training and then train all sponsor staff.

Returning SFSP Sponsors
Returning SFSP sponsors do not have training requirements for the unanticipated closure, however, if you would like to review program guidelines we have the SFSP Returning Sponsor Recorded Training available. Please contact your program specialist for this training.
*NOTE: If your organization operates another federal Child Nutrition Program during the school year and you have completed Civil Rights or Procurement training within the last year, the training above does not need to be completed. Please maintain documentation of the alternative trainings completed.
The Food and Nutrition Service (FNS) wants to hear from you!
When a new regulation, also called a rule, is proposed, there is a specific window of time for public comment called the “open comment period.” During that time, you may submit your feedback on a proposed rule.
USDA has extended their comment period until April 22.
Why should you comment?
Your opinion matters. Commenting is an important way to share your perspective. Your comments are valuable because they reflect your unique experiences and help FNS better understand how school meals work in your community. This helps develop regulations that are effective and practical.
FNS reviews all public comments received and all written comments are made publicly available at http://www.regulations.gov.
How do you comment?
- FNS currently has the following Child Nutrition Program rules open for comment.
- To comment online, go to the Federal eRulemaking Portal and follow the instructions for submitting comments. Sometimes the proposed rule has a comment icon on the left side that you can click and go straight to the comment page.
- Submit your comments by April 22, 2020.
All deliveries (USDA Foods and DoD Fresh) will continue as scheduled unless we are notified otherwise by your school.
We understand that you may be transitioning to a new serving plan and meal counts will be difficult to predict. We ask that you continue to update us as changes occur.
If you determine your April delivery is not needed, or another change is needed, please email Sarah Davis as soon as possible.
May orders opened Wednesday, April 1, and will close Wednesday, April 8, at 4pm.
Surplus orders will open Thursday, April 9, at 1pm for groups 1 - 3, and 2pm for all other groups. Surplus closes Friday, April 10, at 4pm.

The Washington State legislature has provided $120,000 for the Summer Meals For Kids grant. These funds may be used to:
• Start a new Summer Food Service Program (SFSP); • Begin or expand promotion and outreach for a SFSP, such as marketing for Farm to Summer Week (August 3-7, 2020); • Provide training to volunteers or other staff; • Improve the quality, safety, sanitation, and/or efficiency of meals served in a SFSP; • Purchase or improve equipment or small wares used in the SFSP.
Priority will be given to new programs.
Complete your application in iGrants (Form Package 412) by 4:00pm, Monday, April 20, 2020.

No Kid Hungry's Texting Service is Available
This free service allows anyone to text the word “FOOD” to 877-877 to find a free meal site. The system prompts the user to provide their address or zip code, which is used to provide the location and service times of up to three nearby summer meal sites.
The service is also available in Spanish, by texting “COMIDA” to 877-877.
