ELP Assessment Update January 30, 2020
The annual testing window for ELP Assessments will open on Monday, February 3 and close on Friday, March 26. Any materials needing to be returned for any reason must be picked up for return by April 3.
Updates since last year
In the summer of 2019, the ELPA21 governing board eliminated the K-1 Writing Supplement. Students in grades K and 1 will complete only the four online domain tests this year.
The other big change this year is that there is no longer a need to set accommodations and supports for students needing unlimited replays or recording opportunities. All students are able to replay prompts as needed and re-record responses until they are satisfied.
Training
Training is required annually for all staff administering the ELPA21 annual assessment. Even TAs who completed screener training must complete the annual ELPA21 training. This year districts have the option of sending TAs to the online, recorded training or holding a district training for their TAs. TAs must complete either the face-to-face district training or the online state training. The training slides and a link to the recorded training on Moodle can be found on the Training, Modules, and Presentations page.
Resources
Resources for ELPA21 testing can be found on the OSPI ELP Assessment pages and on the WCAP portal. If there are specific resources you are needing, please contact the Office of Select Assessment if you cannot locate them.
The WIDA Alternate ACCESS is our alternate ELP assessment for English learners with the most significant cognitive disabilities.
Kindergarten Testers
The Alternate ACCESS is a Grade 1-12 assessment. If you have kindergarten students who will be testing on the Alternate ACCESS, order a grade band 1-2 test for them.
Ordering Materials
If you need to order WIDA Alternate ACCESS materials for students who have been identified for taking this test, you can order materials through the “Materials” tab on the DRC platform. Please make only one order for all students needing materials in your district. When ordering materials, you will only need materials labeled for WIDA Alternate ACCESS including, a student response booklet and a Listening, Speaking, and Reading Test Booklet for each tester, and a TA Script for about every four testers. In addition, for every school where you are ordering materials for the first time this school year, you will need to request test labels through OSPI. To do this, please provide the following information to Leslie Huff (leslie.huff@k12.wa.us)
- District Name:

Training
Training for the Alternate ACCESS is required and available through Moodle. TAs must complete all three steps of training including viewing the recorded training, the knowledge check and the registration to be considered as trained.
Federal law requires that all eligible English learners be tested annually for English language proficiency. If a student enrolls in your district during the testing season and they are determined to be eligible for English language development services, then the student must be tested on the appropriate ELP assessment. The exception to this is if a student was tested in another Washington district this year prior to changing districts. Students need not take the ELPA21 a second time in the same year.
If you have any questions about ELP assessments or the content of this communication, please contact Leslie Huff (leslie.huff@k12.wa.us) in the Office of Select Assessment at OSPI.
