NOTICE: Carryover funds for FP239 have been loaded

This message is to notify you that Title II, Part A (iGrants Form Package 239) carryover funds have been uploaded to the iGrants system today.

Local education agencies (LEAs) that have carryover funds should complete a budget revision and submit it to OSPI before March 1, 2018. Although the grant obligation period does not end until August 31, 2018, please submit the carryover revision as soon as possible to ensure the funds are used for approved Title II activities. Some LEAs have a significant amount of carryover, and we do not want LEAs to lose these funds.

In addition to completing and submitting a budget revision to claim carryover funds, all LEAs must complete iGrants Form Package 881 (Transferability Report and Carryover Options) to notify OSPI of their intent to transfer (or not) their federal carryover dollars. Please note that transferred funds take on the requirements of the program they are transferred into and carryover funds remain with the program transferred into unless the LEA elects to transfer them.

Carryover and Private Schools: School districts must meet their commitment for timely and meaningful consultation with private schools and provide services that were agreed to in the consultation. If a school district does not provide services that were agreed to within the fiscal period they must designate the carryover as a set-aside for equitable services to private school students. If they do meet their commitment, they do not have to designate leftover funds from equitable services as a set-aside.

Current Year Title II Funding: OSPI highly encourages LEAS to spend down as much of their current funds in the current year so that the total Title II, Part A allocation Washington state receives is not reduced based on a perception by the U.S. Department of Education or Congress that LEAs do not spend what they are allocated because it’s not needed or used in a timely manner.
