ELP Assessment Update August 2018
Welcome to a new school year. OSPI is eager to get the
school year off on the right foot and has developed some resources to help you
get a strong foundation to start off your year. In this communication we will
provide information about the ELPA21 Screener, the Annual ELPA21 Assessment,
the WIDA Alternate ACCESS, and Domain Exemptions.
The new dynamic screener will open for testing on August 6. TAs
must be trained prior to administration.
Training
The ELPA21 Dynamic Screener will open on August 6 for 2018-19
screening. The new screener has a number of updates and all TAs need to
complete training prior to administering the screener this year. Trainings may
be offered by your district and is also available through Canvas. (https://learningspace.catalog.instructure.com)
In addition to the training, OSPI has added a knowledge check to
the training process. Please take a few minutes to check that your
understanding of the administration process is consistent. This knowledge check
is part of a new process OSPI is exploring to learn more about who is trained
and how many test administrators are in each district. Following the
12-question knowledge check, there is a link to a survey where you will record
your score, district and building.
Screener
Scores
In the 2018-19 school year, scores for students whose screener
ends after Step 2 will appear in ORS within hours. However, at the beginning of
the testing window, all scores will be delayed to allow OSPI time to evaluate
quality and presentation of scores. OSPI will need to review a variety of
scores from different grades and different stopping points in the test before
scores can be released. We anticipate releasing scores approximately ten days
after the first students test. Following this initial delay in score release,
all scores will be reported according to the regular timeline.
As a reminder, all students whose tests end after Step 2 will be
eligible for ELD services. For students whose screener tests end after Step 3,
scores will be available in ORS within 7 days once initial scores have been
released.
Scale
Scores for CEDARS (unchanged from last year)
A scale score on the screener (placement test) is
required for CEDARS reporting. Since a scale score is not provided nor
applicable for the ELPA21 screener, domain scores should be used for the scale
score in CEDARS reporting.
Each of the four domains receives a score between 1
and 5. Report these domain scores as the “scale score” into your SIS in this
order: Listening, Reading, Speaking, Writing. Here is an example:
A student scores the following:
- Listening = 3
- Reading = 3
- Speaking = 2
- Writing = 1
Scale Score for CEDARS reporting = 3321
Out of
State ELPA21 Scores (new policy)
Students who are coming to Washington with ELPA21 scores from
another state may be exempted from completing a new screener. Students will
need to have a score report showing ELPA21 scores in order to use the scores
for placement.
If a student tested out of services on the ELPA21 at any time,
then the student does not need to rescreen. Such a student would not be
eligible for ELD services. The score report showing that the student tested
“Proficient” is sufficient to deem the student ineligible for service.
If a student presents test scores from within the previous 12
months, screener or annual, than the scores can be used to place the student in
services. Districts do not need to rescreen these students. However, their
scores will need to be added to CEDARS.
How to input out of state scores in CEDARS?
J18: Placement test code: 7
J19: Date
and Grade level: The date and grade level at time of testing (see out of state
score report)
J20: Scale Score: Each of the four domains receives a score between 1 and 5.
Report these domain scores as the “scale score” into your SIS in this order:
Listening, Reading, Speaking, Writing. An example is provided in the Scale Scores for CEDARS section
J21: Level: Options:
Proficiency not Demonstrated (0), Emerging (1), Progressing (2), Proficiency
(3). Please note that the valid “0” value will be available in the September
CEDARS update.
Requesting Paper-Pencil and Braille
Version Screeners
Unlike school year 2017-18, the
Dynamic screener paper-pencil screeners will not be stored at districts.
Instead, these screener versions will be available through OSPI. Only students
whose disabilities require paper-pencil or Braille testing will be eligible to
use these versions. Please request paper-pencil and Braille version screeners
through the ELPA21@k12.wa.us email. These screener versions will be shipped directly to
the district assessment coordinator.
Destroying ELPA21 Screeners from SY
2017-18
Please ensure that your screeners from SY
2017-18 are securely destroyed and record their destruction. New paper-pencil screeners will be available through OSPI
in August.
