Problem to Solve
The current methodology for tracking diversity spend includes expenditures that are not truly discretionary, resulting in an inaccurate depiction of efforts to maximize business diversity.
Examples of Non-Discretionary Items Included in Current Tracking:
- US Postage: $25M at DES / $36M Statewide
- Cell Phone Service: $18M Statewide
- Vehicles: $87M Statewide
- Raw Materials for Correctional Industries: $49M Statewide
- Prescription and Non-Prescription Medications: $36M at DOC / $50M Statewide
Approved Resolution
The Diverse Spend Workgroup recommended utilizing greater granularity to determine which expenditures should be tracked. The team reviewed Sub-Sub Objects within AFRS (Agency Financial Reporting System) and determined which codes to include and exclude from diversity spend reporting. The workgroup's recommendations have been approved by OMWBE Enterprise Supplier Diversity team.
Next Steps
- Collaborate with OFM ITSD to create a report version incorporating the new exclusions for review.
- Communicate changes to all agencies and OMWBE customers.
- Implementation of the revised tracking methodology.
