The Department of Corrections (DOC) is committed to building a diverse supplier base and providing opportunities to participate in the procurement process. DOC is actively expanding their purchasing from minority-, women-, and veteran-owned small businesses as suppliers. This supports equity and inclusive prosperity in a state where all people share equal rights and opportunities for growth.
DOC Achieves 18% in Diverse Spending at One Facility
Traci Fuller, DOC’s Business Diversity Program Manager, recognizes that supplier diversity provides inclusive, fair, and equitable opportunities for diverse suppliers to showcase their capabilities. Traci has been an agent of change at DOC, and she is doing great things. Recently, Traci recognized one of DOC’s facilities that is exceeding OMWBE's goal for the agency. With Traci's innovative leadership, this site superseded the 5.33% goal, with 18% OMWBE spend! Traci recognizes that you must be creative and celebrate each win, as incentives are important.
DOC believes this work matters and that small businesses are essential to the success of our communities and accomplishing our mission. Diversity creates an environment that values differences, which contributes to a stronger, more successful organization. Inclusion welcomes, respects, and supports our business partners and the competitive skills they bring to the table, while contributing to equity in the public procurement space.

State law requires state agencies and educational institutions to submit public spending data to OMWBE so we can report on each organization’s annual dollars spent on public works and procurement with certified minority- and women-owned businesses (RCW 39.19.250). This collaborative effort allows OMWBE to track the inclusivity of state contracting and procurement, to measure Washington's progress towards equity in public spending.
FY23 Important Dates

November 1, 2023 is the due date for agencies to submit subcontractor spending data, and for institutions of higher education to report all public spending. Please see that your contracting and/or fiscal staff are aware of this deadline, and are prepared to respond.

Late November 2023 OMWBE will publish supplier diversity FY23 spend reports and notify agencies.

After the successful launch of 46 agencies and universities throughout the state, Access Equity is transitioning into necessary post-training support and obstacle mitigation. Simultaneously, Phase 3a is gearing up for a launch on December 4th. This launch will include 24 more Washington State agencies who will be trained in the use of both the Outreach and Contract Compliance modules. November will be spent preparing these agencies for their successful launch. Following them will be 31 technical and community colleges, who will be launched in February 2024.
This is an exciting time as more and more organizations have access to the tools which will enhance the ability to connect certified MWBEs to bidding opportunities while creating more transparency in where state dollars are being spent.

On October 3rd, OMWBE hosted a facilitated workshop for members of the Governor's Subcabinet on Business Diversity, to start identifying and prioritizing actions that will be taken in the coming year.
We will be hosting a second workshop to complete this work before the next Subcabinet Quarterly Meeting on November 29th. This will lead to the creation of work groups that will focus on specific action areas.
