The 2020 legislative session

Washington State House Republicans

The 2020 legislative session began on Monday. A new era in the Washington State House of Representatives began on this day with the election of Speaker of the House Laurie Jinkins. You can watch the opening ceremonies in the House chamber, including speeches from the new Speaker and me, in this TVW clip.    

On Tuesday, Gov. Jay Inslee provided his annual State of the State address. This was followed by the Republican perspective, given by Sen. John Braun. Sen. Braun provided a contrast with the governor and offered a compelling vision for our state. 

The House and Senate Republicans also held a news conference on this day to share our thoughts on the governor's address and outlook on the legislative session. We discussed homelessness, car tabs, transportation funding, and other issues.

60 days

State lawmakers have 60 days to complete their work, including passing supplemental operating, capital and transportation budgets. These are midcourse adjustments to these two-year state budgets.

There will also be many issues considered relating to our state economy and business climate. For example, proposals relating to the B&O tax, housing, transportation funding, independent contractors, data privacy, a low carbon fuel standard, and a capital gains tax. I'll provide more information on some of these proposals in upcoming e-mail updates. 

Tax Structure Work Group

One effort I believe the business community should watch closely is the Tax Structure Work Group. This new, 12-member group is looking at our state's tax structure and considering alternatives to it. They met for the first time last month and are expected to provide a preliminary report of findings and alternatives by December 1. You can learn more here.
