Kitsap Public Health Board adopts updated onsite sewage (septic system) ordinance

A public hearing was held March 4.

KITSAP COUNTY, WA — The Kitsap Public Health Board adopted proposed changes to onsite sewage (septic system) regulations at its March 4 meeting, following a public hearing.

The revisions to Kitsap Public Health District's Onsite Sewage System and General Sewage Sanitation Regulations were needed to comply with new state rules and address local issues. The updated ordinance takes effect on March 17.

Background

The Health District has maintained local onsite sewage (septic system) regulations since 1961.

Our previous ordinance needed to be updated to comply with Chapter 246-272A Washington Administrative Code (WAC), Onsite Sewage Systems. The revised state rule was adopted by the Washington State Board of Health in January 2024. The majority of state rule changes will take effect April 1, 2025.

In 2024, we worked with our local onsite sewage technical advisory committee (TAC) to draft a revised local ordinance that incorporates state rule changes and addresses common issues with the existing rules.

A listening session for the draft ordinance was held in October 2024. The public was invited to comment on the proposed ordinance in writing and at the March 4 public hearing.
