Destroyed property exemption
Has your property suffered damage from recent winter storms? Whether its flooding, falling trees or fires, the chances of your home being damaged always seem higher in the wintertime. If your property has been damaged, Washington State law allows the Assessor to reduce the assessed value of damaged property as of the date of destruction.
To receive consideration for this benefit, you must apply to the office within three years from the date of the involuntary destruction and provide supporting documentation. Fire investigation and insurance claim reports are great examples of supporting documentation. You may also want to include quotes or costs-to-repair estimates and photos are always incredibly helpful.

2024 yearend market update
The average sales price of a single-family residence in Kitsap rose to $692,732 through the end of 2024, a new all-time high in value. This price represents a 5.25% increase over 2023’s average sales price of $658,199 and a 5.19% increase over the 2022 average. Over the last 10 years the average sales price has increased from $300,917 to $692,732, marking a 130% increase in values during that period.

Physical inspection update
Our September newsletter contained information on the physical inspections and why they are done. Our appraisers are currently conducting inspections in the Port Orchard and North Kitsap areas, these inspections will be complete in April. Any changes to a property’s characteristics and value will be reflected on the Notice of Value that will be sent this summer.

February election results
Our February newsletter included information regarding how the elections would impact future property taxes. Now we can report the enrichment and operations levy for the South Kitsap School District has been passed by the voters. The North Mason School District’s ballot measure for an enrichment and operations levy failed.

My business closed (or sold), do I need to file a personal property listing?
If you sold or closed your business on or after January 1st, then yes, you must file a personal property listing. Personal property is assessed as of January 1st each year and businesses report equipment that they had or were in control of, as of that date. There is a section on the listing for reporting the closure or sale of a business. Be sure to complete this section so our office can transfer the account to the new owner or schedule the account to be closed. Any taxes due will be billed by the Kitsap County Treasurer.
If you closed your business prior to January 1st of this year, or after you already filed this year’s personal property listing, please submit the Kitsap County Treasurer’s Advance Tax Form. This will notify us of the closure or sale and the Kitsap County Treasurer will bill the business any taxes due. We will schedule the account to be closed or transfer the account to the new owner based on the information provided on the Advance Tax Form.

Meet our Exemption Specialists
The Assessor’s Office Administrative team has a group of four people that are the front line of customer service for the office. These professionals must work collaboratively throughout the year to ensure that the office can continue to provide the best possible customer service experience to the public.
In 2024 the team faced the challenge of administering the income limit changes to the Senior Citizen/Disabled Persons exemption. Kitsap had a significant qualifying income limit change, going from $48,574 in 2023 to $65,000 for 2024. The impact of this change netted an application volume increase 76% higher than in 2023. The team was challenged to revamp workflows and make necessary processing changes to accommodate this workload… and did they deliver! I am proud to report that for 2024 all applications were processed in a timely manner and the team kept current with the increased volume throughout the year. On top of which, they were able to complete the work without any additional staff and no increase in taxpayer funds was necessary for this accomplishment. These professionals far exceeded the challenge put forth on their shoulders and I would like to bring some attention to their success. Please join me in recognizing our Exemption Specialists.
