Sheriff's office issues notification concerning level III sex offender residency

PORT ORCHARD, Wash. -- The Kitsap County Sheriff’s Office is releasing the following information pursuant to RCW 4.24.550, and a Washington State Supreme Court decision in State vs. Ward, regarding public notification of the anticipated residency of a convicted sexual offender.
“The person named in this advisory has been convicted of a criminal offense that requires registration with the sheriff’s office in the county of residence,” said Sheriff Gary Simpson. “Further, his previous criminal history places him in a classification level that reflects the potential to re-offend.”
Name: Noel Jay Walker, white male, age 58.
Residence location: Mr. Walker has notified the Kitsap County Sheriff’s Office of a residential address change. He now will be residing at a residence in the 6100 block of SE Pine Road, Suquamish, in North Kitsap, after previously residing in Whatcom County.

Criminal history: Noel Walker was convicted in 2014 of child molestation, 2nd degree in Grays Harbor County after having sexual contact with a juvenile female who was known to him. In 1985 Walker pled guilty to burglary, 2nd degree in King County after forcible entry into a residence of a juvenile female who he had met briefly and with whom he had sexual contact. In 1981 Walker was convicted of rape, 3rd degree in Pierce County after sexually assaulting a juvenile female whom he didn’t know. Walker also has been convicted of: assault, 3rd degree; violation of the Uniform Controlled Substance Act; obstructing law enforcement; violation of a protection order; malicious mischief, unlawful issuance of a bank check and various driving offenses.
Additional information: As of Oct. 5, there are 22,105 sex offenders who have registered as required and are living in Washington state. Of this number, 791 are registered with Kitsap County Sheriff’s Office.
Noel Walker has served the sentences imposed on him by the courts. He has advised the sheriff’s office where he will be living within Kitsap County. This person is not wanted by law enforcement at this time. This notification is not intended to increase fear. Rather, an informed public is a safer public.
The sheriff’s office has no legal authority to direct where registered sex offenders may or may not reside. Unless court-ordered restrictions exist, registered sex offenders are constitutionally free to live wherever they choose.
Abuse of information provided through the sex offender notification process, to intimidate, harass or threaten registered offenders, will result in an investigation and the filing of criminal charges against the perpetrators.
