Dear DCD Customers and Community Partners,

Please find below the Department of Community Development's (DCD) updated criteria for authorized construction work in Kitsap County as of 4/29/2020.

 

Permit Issuance

On 4/29/2020, the Governor's office released a clarification regarding the Implementation of Phase 1 Construction Restart and authorized construction activities. In response to this release, DCD is adjusting its allowances for permit issuance to align with the clarification. 

Authorized construction now includes: 

  • Construction previously authorized under Proclamation 20-25 and Governor Inslee's March 25, 2020, memo on construction. 
  • Construction not previously authorized under Proclamation 20-25 and the March 25, 2020, memo that was in existence on March 23, 2020. For purposes of this memo, in existence means construction activity that is 
    • Needed to fulfill an obligation under a contract effective prior to March 23, 2020
      • Examples: Pre-sale on a new home, contract with contractors, rate locks, etc. 
  • Authorized by a government-issued permit obtained prior to March 23, 2020
  • Obtained refers to a permit that was submitted and issued. It does not pertain to permits that were submitted, but not yet issued. 

If you believe that your project falls into one of the categories above, qualifying for permit issuance, please make a permit issuance request by completing the online Inspection Request form. 

 

Inspection Requirements for Issued Permits

DCD is currently performing inspections for projects that adhere to the Governor's required guidance on social distancing and safety on construction sites. 

The Governors Addendum Implementation of Phase 1 Construction Restart – Proclamation 20-25 states, "No job site may operate until the contractor can meet and maintain all requirements, including providing materials, schedules, and equipment required to comply." **If a plan is not in place, DCD will not perform the inspection.

Prior to scheduling an inspection, a confirmation will be requested that Phase 1 Construction Restart COVID-19 Job Site Requirements have been met, and a comprehensive COVID-19 exposure control, mitigation, and recovery plan is posted at each job site. This plan must be available for viewing when the inspector arrives onsite. Assistance with developing your plan can be found here: https://biaw.com/jobsite_safety
