The Department of Community Development Announces Transition to Flat Fees for Land Use & Development Permits
Creating Predictability for Applicants
Effective January 1, 2020, the Kitsap County Department of Community Development (DCD) will transition to flat fees for land use and development permits. Individuals applying for land use and development permits will now have the confidence of knowing that the first two plan review cycles will be assessed a predictable, one-time, flat fee. If additional review cycles are necessary, the hours will be billed at the unchanged hourly rate of $130 per hour.
Over the last five years, 82% of land use and development projects required only one or two reviews. Many customers will see a reduction in their upfront costs as a result of the new flat fee structure. "During a recent process improvement initiative, customers were clear that predictability was important," said Jeff Rimack, DCD Director. "The transition to flat fees was a solution that just made sense. Customers will see a reduction in upfront, out of pocket costs, and predictability in the overall cost of their project. The internal efficiency gains will also help contribute to more streamlined reviews."
DCD evaluates and approves plans for all land use and development projects that take place in unincorporated Kitsap County. DCD's team of specialized permit service technicians, building inspectors, fire marshals, planners, and stormwater specialists work collectively to ensure that Kitsap County projects are safe and environmentally sound. The newly implemented permit fee structure supports this goal and helps to provide more efficient and effective permit services.
