At the Council: Highlights from the July 17 City Council meeting
Study Session: Parks and Community Services Cost Recovery Study – The City Council received a briefing and discussed the results of financial analysis and community outreach workshops related to the expenses and revenues generated by Parks and Community Services programs. Additionally, a rough draft of a basic financial policy was presented for Council feedback.
Special Presentation: Gun Safety and Community Safety Outreach Finding Reports – The City Council received and discussed a report on findings from community engagement and outreach on the topics of gun safety and community safety as called for in Resolution R-5312. The City Council also received the results of a quantitative survey on a potential public safety and community safety sales tax measure. The City Council gave direction to staff to return with further information about possible council actions at a future meeting.
Public Hearing: Potential Ballot Measure to Fund Enhanced Police Services and Community Safety – The City Council conducted a public hearing including a report from Police Chief Cherie Harris on Resolution R-5324 to place a measure on the November 2018 ballot. If the measure is approved by voters, sales and use tax in Kirkland would increase by one-tenth of one percent to fund enhanced police services and community safety. Final versions of the resolution and ballot title will be presented to the Council’s August 6 Special Meeting for final review and possible action.
Public Hearing: Renewal of Comcast’s Non-Exclusive Cable Franchise – The City Council conducted a public hearing on Ordinance O-4652, which would grant Comcast Cable Communications, LLC, renewal of a non-exclusive franchise for transmission of cable television services in, through, over and under the street rights-of-way in Kirkland. The 2006 franchise has expired. Staff will bring back the ordinance for final adoption on August 6, 2018.
Potential Ballot Measure Pro/Con Statement Committee Appointments – The City Council discussed and appointed representatives of the community to serve on the pro and con committees who will write statements regarding the potential ballot measure to fund enhanced police services and community safety.
Public Disclosure Semi-Annual Performance Report – The City Council received and provided comments regarding the semi-annual status report on the City’s public records disclosure program pursuant to KMC 3.15.120.

Celebrate the Edith Moulton Park Grand Opening tomorrow
A ribbon cutting ceremony celebrating the Edith Moulton Park Grand Opening will be held on Saturday, July 21, from 11:00 a.m. to 12:00 p.m. Edith Moulton Park is located at 13634 108th Ave NE, south of Helen Keller Elementary School. The park has been under construction since January.
The renovation is funded by the voter-approved 2012 Parks Levy and includes improved gravel paths and the addition of boardwalks, a picnic pavilion, a play structure and a restroom building. It also includes a series of fenced off-leash dog trails as well as parking stalls that are accessible for people with disabilities.

Kirkland Police invite the community to National Night Out August 7
Kirkland Police Department invites Kirkland residents and businesses to a “Neighborhood Block Party” on Tuesday, August 7 from 5:30 to 8:30 p.m. at the Kirkland Justice Center, 11750 NE 118th St., Kirkland.
Enjoy a barbecue and fun family activities, and learn about neighborhood safety as Kirkland Police join organizations around the country celebrating the 35th Anniversary of National Night Out.

Le Tour de Totem Lake showcases redevelopment
One day before hundreds of professional cyclists blitz through Le Tour de France’s final stage of Paris’ Champs-Elysees, Kirkland residents, business-operators and developers will be strolling through Totem Lake Park, the Cross Kirkland Corridor and Northeast 124th Street. It’s all part of Le Tour de Totem Lake, which begins at 9 a.m. on July 28 at Totem Lake Park—12031 NE Totem Lake Way. At 10:30 a.m., Mayor Amy Walen will lead a guided tour through the route. Along this mile-long route, scores of visitors will encounter six stations featuring 10 significant projects that, together, are re-shaping Totem Lake’s core district into a walkable, vibrant and green village. Rose Hill and Bridle Trails neighborhood plans available for public comment
Since January 2018, the City of Kirkland Planning and Building Department and representatives from each neighborhood have been working on updating the neighborhood/subarea plans for North Rose Hill, South Rose Hill, Bridle Trails and NE 85th ST Subarea. Each plan is a chapter in the Kirkland Comprehensive Plan and will establish the future vision and policies for each area.
First drafts of the Rose Hill and Bridle Trails Neighborhood Plans and the initial list of requests for land use/rezone changes and code amendments in each area are available for public comment and will be discussed at the following meetings. Materials for each meeting will be available the Friday before on each advisory group’s webpage. See links below:

Project ideas accepted through September
The City’s Neighborhood Safety Program (NSP) is accepting ideas for projects that will improve the safety and livability in neighborhoods throughout the City. Kirkland residents are encouraged to submit their ideas through the Capital Improvement Projects’ “Suggest-a-Project” database on the City of Kirkland website. Examples of projects are bike lanes or trails; new crosswalks; improved crosswalk ramps, crosswalk islands and rapid flashing beacons; signage, parking and pedestrian “bump outs” at intersections; traffic islands; radar signs; gravel trails; sidewalks; and street lighting. Projects submitted through September will be considered for the 2019 funding cycle.

Traffic Alert: Classic Car Show July 29
The Kirkland Classic Car Show to be held Sunday, July 29, in downtown Kirkland and event organizers anticipate more than 10,000 car enthusiasts will attend the event which raises money for the Kirkland Downtown Association.
Street closures and detours will be in place on Sunday from 5 a.m. until 7 p.m. The public boat launch will remain open, however boaters should expect delays. Event goers are encouraged to walk, bike, or carpool, and plan for their parking in advance.
