Schedule PSERN Radio Training: Lead Trainers for any Wave 2 agency, including fire and law enforcement agencies throughout the county, should be training their staff now on the new PSERN radios. Radio Deployment & Transition Preparation Checklist: The Project scheduling staff are continuing to work with each end-user agency individually, but a Radio Deployment & Transition Preparation Checklist has been compiled to guide agencies through immediate and radio-specific actions they need to be considering.

PSERN Operator Finance Manager Hired: In mid-May, Tracy Plouse joined the PSERN Operator as the new Finance Manager. She will be responsible for all aspects of financial management for the Operator, including accounting, budgeting, procurement/purchasing, and financial reporting, along with developing policies and procedures. Also, when the Operator 2023 budget and rate setting information is ready, she will serve as the point of contact. For questions in the interim, please contact PSERN-Operator@kingcounty.gov.
The PSERN Project has been able to maintain the daily deployment of radios with the ongoing collaboration of many stakeholders contributing to radio programming, scheduling, and addressing complications as they arise. At this point, the Project does not have enough information to provide new estimations for Radio Deployment Wave durations, but the following is the general status of deployment:

Wave 1 (SPU/Sound Transit Operations): The portable radio programming was completed in early May and over 20% of Wave 1 portables have been deployed to Sound Transit Operations, with the remainder expected to be deployed this month. The SPU consolette radio templates have now been developed based on the data collected and when the consolettes are available and programmed, they can be deployed. When the consolette programming is completed, the Project will be able to estimate the Wave 1 Transition Date, but it will not occur earlier than July at this point. Agencies will be provided with 2 weeks’ notice prior to the Transition Date.

Wave 2 (Seattle Area Agencies): Mobile radio installations continue for Seattle Police and Seattle Fire at three locations. Now over 30% of their mobiles have been deployed at a rate of about 20 – 25 mobile installations per business day. Portable radio template testing is underway for Seattle Police and Seattle Fire, so those radios are expected to begin deployment this month. Deployment of portable radios to other City of Seattle departments and other public safety agencies will begin as the programming and radios are ready. Control station data collection is in progress.

Wave 3 (South of I-90 Agencies): Mobile radio installations for agencies in Wave 3 are estimated to begin in early July and occur in parallel to Wave 2 mobile radio installations.

The PSERN Project provided startup funding for the PSERN Operator in 2021 based on the available information at the time. Based on updated budget estimates, the Project Joint Board approved providing the Operator with $1.2M in additional startup funding for the following activities:
- Additional staffing needs, including adding technical staff prior to FSA
- Acquisition and setup of a dedicated PSERN operating facility
- Operational vehicle acquisition
- Incremental office/overhead expenses, such as technology services
More information about the Operator budget analysis and startup needs, including the spending and staffing plans, can be found in the May Operator Board of Directors Packet. The Operator will continue to monitor the progress of the Project in determining the timing for the usage of startup funding.
