This has been a busy year for the PSERN Project. Our Site Development team has worked tirelessly to secure leases for land sites that will house our new radio towers. It is our pleasure to report that out of the 63 agreements that needed to be negotiated, obtained, and signed, we have 47 completed leases with seven waiting final approval. This leaves only nine leases in current negotiation processes.
With leases executed, the Site Development team has made massive strides in construction. The project has 21 sites built and 14 currently under construction. This is a large number of sites being built at once and our team is working hard.
As the project moves through the construction phase, project staff are starting to focus on the formation of the new PSERN Operator. Forming the new operator is a lengthy and complex process as the operator will be responsible for the PSERN system. The new operator will be formed in 2020 and and that time will be ready to make decisions regarding the new system. PSERN has launched a new outreach initiative. The PSERN External Affairs team, the team responsible for the radio inventory outreach project, has a new focus on In Building Coverage. The EA team is working with Televate, a consulting firm, to capture how many buildings in King County have what are called Bi-Directional Amplifiers (BDA) and Distributed Antenna Systems (DAS). For those unfamiliar, these systems improve radio coverage for first responders while they are responding to an emergency in a building. To the project’s knowledge, 23 cities within King County have systems that connect to the emergency network. It is vital for not only the project but also the building owners to identify these systems so that the systems can be updated to work optimally with the new PSERN network. At the start of January, the PSERN External Affairs team conducted a massive outreach effort to capture and the total number of radios across the current system. In March, we received radio counts from all 197 agencies. The PSERN Project would like to thank you all for your involvement and work that made this initiative possible.
Our team has been working to reconcile numbers, account for discrepancies, and conduct an overall quality check of the data your agency provided. In the coming weeks, members from the External Affairs team will be contacting your agency to discuss and resolve any outstanding questions about the final numbers. As we continue this project, please ensure you are updating your records as your inventories change. Being able to physical locate your radios will vastly help during the transition process. If there are discrepancies between your records and ours, it could delay your agency receiving new radios and potential cost your agency extra fees.
