What is a Levy Lid Lift and What is a Bond Measure? Last month, Kenmore City Council voted to put Proposition 1 on the November general election ballot. Prop 1 is a Levy Lid Lift (LLL) and requires a simple majority (50% plus one) to pass. If passed, the LLL would raise property taxes and would generate revenue for any purpose. Read more about Kenmore’s Prop 1 at kenmorewa.gov/prop1. A bond measure creates municipal debt in the form of unlimited tax general obligation (UTGO) bonds. UTGO bonds can be used only for capital purposes such as acquisition or construction of capital facilities or other capital assets. The City of Kenmore passed a bond measure in 2016 which funded the Walkways & Waterways projects. |
