Kenmore City Council considers additional tenant protection measures

Kenmore, WA - On March 28, 2022, Kenmore City Council adopted several renter protection measures as part of Ordinance 22-0545, which went into effect on April 7, 2022. On June 13, 2022, the City Council discussed several additional renter protection measures and will consider adopting an ordinance at a future council meeting (date to be determined) on the following two measures:

  • Just cause eviction protections and removing just cause exemptions
  • Ban on abusive, deceptive, and unfair practices in rental housing

Also, on June 13, 2022, the City Council did not move forward with exempting small landlords (owners of four or fewer units) from compliance with renter protection measures. Therefore, the adopted tenant protections apply to all tenants governed by the Residential-Landlord Tenant Act (Chap. 59.18 RCW) and the Manufactured/Mobile Home Landlord Tenant Act (Chap. 59.20 RCW) and are in addition to the provisions in those chapters.

Consideration of renter protections aligns with the City Council's number one priority to “increase and preserve options for affordable housing stock” and also with regional goals identified in the 2019 King County Regional Affordable Housing Task Force Final Report to “[p]reserve access to affordable homes for renters by supporting tenant protections to increase housing stability and reduce risk of homelessness.”  Over the past several years rents in Kenmore and King County have increased, and vacancies for affordable rental housing are at low levels, making it difficult for tenants, especially those with low incomes, to locate affordable rental housing.
