Over the past several years, rents in Kenmore and King County have increased, and vacancies for affordable rental housing are at low levels, making it difficult for tenants, especially those with low incomes, to locate affordable rental housing. In an effort to combat the regional affordable housing crisis, last March, the Kenmore City Council adopted renter protections and are considering adopting additional protections. At the June 13, 2022 City Council meeting, the following additional tenant protection measures will be discussed along with whether to exempt renter protection regulations for landlords renting four or fewer rental units.
- Rental unit/registration program
- Just cause eviction protection
- Right to relocation assistance
- Ban on abusive, deceptive, and unfair practices in rental housing
- Landlord may not require child or person with disability to be signatory to lease if tenant of record is already a signatory
- Prohibition on criminal background checks
Public comments are welcome at the June 13 Council meeting and agenda materials will be available prior to the meeting. On Monday, March 28th, 2022 the Kenmore City Council approved Ordinance 22-0545 putting in place a variety of tenant protections. The ordinance went into effect April 7, 2022. Consideration of renter protections aligns with the City Council's #1 priority to “Increase and preserve options for affordable housing stock” and also with regional goals identified in the 2019 King County Regional Affordable Housing Task Force Final report to “[p]reserve access to affordable homes for renters by supporting tenant protections to increase housing stability and reduce risk of homelessness.”
As part of the City’s 1% for the Arts Program, City Council approved the selection of Public Artist Jennifer Dixon, and approved the location of artworks for design and fabrication at the three Waterfront Projects at Squire’s Landing Park (renamed ƛ̕ax̌ʷadis and pronounced Tl' awh-ah-dees), Rhododendron Park, and Log Boom Park. The Artist has been hard at work ensuring the designs come to life through fabrication and installation!

With the goals of improving traffic and pedestrian safety city-wide and investing in the safety and maintenance of our city streets, Kenmore Automated Photo Enforcement (KAPE) preparation is underway for three approved locations; 61st Ave and Bothell Way for red-light enforcement, and the Arrowhead Elementary school zone on Juanita Drive and the Kenmore Elementary school zone on 73rd Ave for school zone speeding enforcement. Verra Mobility was recently selected as the contractor to manage the traffic safety cameras for the program. Verra Mobility has over thirty years of photo enforcement experience, and shares the goal of creating a photo enforcement program that is fair and equitable while delivering improved traffic safety for Kenmore residents and road users.
Verra Mobility will work with the City and the district court over the summer months to install camera equipment and set up police and court systems for reviewing and processing violations detected by the traffic safety cameras. A warning period will begin in the fall for school zone speeding violations, and later this year for left-turn red-light violations on SR 522 at 61st Ave.
Revenue from fines issued by the program will support the City’s pavement preservation and traffic safety programs. This approach ensures road upkeep costs are shared with drivers who travel through Kenmore, not just Kenmore residents.

Cadman, Inc. operates the asphalt plant on 175th Street here in Kenmore. In March 2022, Puget Sound Clean Air Agency (PSCAA) completed their review of Cadman’s permit application (Order No. 11861) to replace a drum dryer and burner, substantially alter an existing baghouse, and replace passive condensers on two asphaltic cement storage tanks. PSCAA issued a draft Order No. 11861 (Draft Notice of Construction Permit). On April 18, 2022, PSCAA held a public hearing on the proposed Order of Approval and Determination of Non-significance where Mayor Herbig presented the City’s comments. The City’s written comments were then submitted to PSCAA on May 2, 2022. PSCAA is currently reviewing all of the comments given to resolve the issues raised and address them in the final Notice of Construction Permit.
