City of Kenmore seeks affordable housing proposals for City property in downtown Kenmore 

Kenmore, WAThe City of Kenmore is requesting affordable housing development proposals for a City-owned property located at 6532 Bothell Way NE in Kenmore, Washington. The mixed-use building to be designed in this proposal will consist of 100% affordable rental units (including some units affordable to households earning no more than 30% AMI) and will incorporate commercial or community space on the building’s ground floor. 

Affordable housing is currently Kenmore City Council’s number one priority, and the City is dedicating more than $5 million of its own resources to this affordable housing development proposal. A Regional Coalition for Housing (ARCH) is also contributing $3 million from the ARCH Trust Fund, for a total combined starting public investment of more than $8 million.    

The City seeks a partner who is equally committed to affordable housing and shares the vision for an equitable, cost efficient, visually appealing, and high-quality mixed-use building to be constructed and ready for occupancy by the end of 2026.   

“By acting with urgency, contributing meaningful resources, and elevating housing as the number one city priority, Kenmore is leading with its values. The City’s commitment to affordable housing is a model for communities around the region that will result in real opportunities for low-income households to thrive,” said Lindsay Masters, ARCH Executive Director. 

“By adding new affordable units in Kenmore, we are implementing our Council’s top priority and doing our part to tackle our region’s affordable housing crisis,” added Assistant City Manager/American Rescue Plan Act Administrator Stephanie Lucash.  “We are looking for creative and committed partners to submit a proposal and join us on this journey.” 

Interested parties should submit a response to the Request for Proposals (RFP) by April 22, 2022, at 5:00 p.m.
