Kenmore, WA - Last week, Kenmore City Council extended the city’s temporary moratorium on residential tenant evictions related to COVID-19 through January 15, 2022 (Ordinance 21-0536). The moratorium was scheduled to expire at the end of September.
The extension provides additional time to put procedures in place to implement state and local legislation on tenant protections and allows time for tenants and landlords to access available funding assistance, for example through the King County Eviction Prevention and Rental Assistance Program.
Kenmore's moratorium on residential tenant evictions was established in March 2020, and the adoption of Ordinance 21- 0525 this past June extended it through September 30, 2021. Ordinance 21-0525 includes these additional renter protections:
- Creates a defense to eviction for rental debt accrued due to pandemic-related hardship.
- Creates a defense to eviction if a tenant has a rental assistance application in process.
- Bans late fees for rent that became due during the pandemic.
- Requires landlords to certify that they have attempted to obtain rental assistance before filing for eviction due to unpaid rent accrued during the pandemic.
To give counties more time to distribute federal funds intended for rental assistance, Governor Jay Inslee announced a one-month extension to Washington state’s eviction moratorium bridge, through October 31, 2021, and the City of Seattle also extended its eviction moratorium to January 15, 2022.
