Update on the COBRA premium subsidy

The recently passed American Rescue Plan Act, which provides economic relief related to the COVID-19 pandemic, includes a 100 percent subsidy of the COBRA monthly premium starting today through September 30, 2021.

As mentioned earlier, the subsidy applies only to certain qualified beneficiaries (employees, spouses, and dependent children) who are eligible under federal COBRA laws.

HCA is awaiting further guidance from the federal government, expected in early to mid-April, to:

  • Confirm the affected beneficiaries, and the requirements to notify them.
  • Determine who is responsible for confirming eligibility for these beneficiaries.
  • Learn what factors may change a member’s eligibility for the premium subsidy.

Once we have this information, we will need your help to identify those who were involuntarily terminated or whose hours were involuntarily reduced. We will develop a template for your use—please do not submit this information in advance. We will then notify currently enrolled beneficiaries and those who may be eligible to let them know what steps to take (if any) to apply for the premium subsidy.
