HCA releases RFA for public option procurement under Cascade Care

Today, the Health Care Authority (HCA) released a request for applications (RFA) for the procurement of public option plans offered under Cascade Care. The RFA materials are available on our Bids and contracts page

Cascade Care will create new, affordable health insurance coverage options for Washington Healthplanfinder customers, with coverage beginning January 2021. Through Washington Healthplanfinder, customers will have a variety of plan choices, including the new public option plans under Cascade Care.

Who is eligible to apply and when

To be eligible, bidders must meet the requirements under the health plan certification laws outlined in the RFA, and be available for work in Washington State.

The first application deadline, which includes the letter of intent to apply and non-disclosure agreement, is Friday, March 13, 2020, at 2 p.m. Pacific Standard Time. See the RFA for deadlines on additional application materials. HCA will announce apparent successful bidders in July 2020.

More on Cascade Care

HCA, in partnership with the Washington Health Benefit Exchange (HBE) and Office of the Insurance Commissioner, are implementing Cascade Care as directed in Senate Bill 5526. The goals of Cascade Care are to:

  • Increase the availability of quality, affordable health coverage in the individual market.
  • Ensure residents in every Washington county have a choice of qualified health plans.

HCA is responsible for procuring the public option plans offered under Cascade Care. These plans are required to have a standard benefit design, which HBE designed and their board of directors approved last year. The public option plans must also meet additional quality, value, and affordability standards as required by Senate Bill 5526, and outlined in the RFA.
