Preproposal - Notice of Intent (CR101)

182-550-7500 OPPS Rate
Purpose: The agency is amending WAC 182-550-7500 to comply with ESSB 6032, Sec. 213 (1)(fff) that provides funding for a 50% rate increase of outpatient services for sole community hospitals for SFY 2019. The new operating budget becomes effective on July 1, 2018. (WSR 18-09-109)

Chapter 182-538 Managed Care
Purpose: The agency is revising this chapter to reflect recent legislative requirements under SSB 5883 to contract with licensed dental health plans or managed health care plans to provide managed dental care services on a statewide basis. (WSR 18-09-111)

Chapter 182-531 Physician-related services
Purpose: To comply with ESSB 6032, rulemaking is necessary to allow for an increase in rates for pediatric care services and vaccines. (WSR 18-09-119)

Proposal - Public Hearings (CR102)

182-550-3600 Diagnosis-related group (DRG) payment - Hospital transfers
182-550-3700 DRG high outliers
182-550-3800 Rebasing
182-550-4800 Hospital payment methods - State administered programs

Purpose: The agency is amending WACs 182-550-3600 and 182-550-3700 to align with Medicare changes to outlier pricing. The agency is amending WAC 182-550-3800 to reflect changes in the rebasing process. Changes to the rebasing process in WAC 182-550-3800 are being made due to audit findings by the Office of the Washington State Auditor and in response to provider inquiries regarding the grouper version used by the agency. The agency is amending WAC 182-550-4800 to remove specification of the APR-DRG Grouper Version. (WSR 18-09-112)

182-546-0150 Client eligibility for ambulance transportation
182-546-0400 General limitations on payment for ambulance services

Purpose: Effective January 1, 2018, the agency began covering all emergency and nonemergency ambulance services provided to Apple Health clients through fee-for-service, including those transports for clients enrolled in an agency-contracted managed care organization. The agency also removed all references to managed care from appropriate sections within Chapter 182-546 WAC. The agency filed emergency rules, effective January 1, 2018, under WSR 18-02-023 for this change. This rule making order is the permanent rulemaking.

182-531-1710 Alcohol and substance misuse counseling

Purpose: The agency is updating qualification requirements for providers who deliver Screening, Brief Intervention, and Referral to Treatment (SBIRT) services and expanding the settings where SBIRT services can be delivered. (WSR 18-09-125)
