State submits Section 1115 waiver amendment to CMS

On March 2, 2018, Washington submitted to the Centers for Medicare and Medicaid Services (CMS) a request to amend its Section 1115 waiver for the state’s Healthier Washington Medicaid Transformation. The waiver amendment request includes the following:

  • Expenditure authority to claim federal financial participation (cost sharing) for services provided to Medicaid beneficiaries aged 21-64 who receive services for substance use disorder (SUD) in institutions for mental disease
  • Corrections to the Transformation’s Special Terms and Conditions (STCs)

If approved, the waiver amendment will allow Washington State to maintain and expand access to inpatient and residential SUD treatment, as well as ensure the Transformation’s STCs accurately reflect the agreement between the state and CMS.

In the coming weeks, CMS will publish written acknowledgement of receipt of the state’s waiver amendment request, and open the federal public comment process.

The Healthier Washington Medicaid Transformation is a partnership between Washington State and CMS. Over five years (2017-2021), this partnership intends to improve the health care system, improve the overall health of Washington’s Apple Health (Medicaid) population, and use state resources more effectively.
