OFM has updated our guidance on how supported employment program participants are coded in HRMS. Positions and employees in the supported employment program should no longer be coded as non-employees. Having supported employment participants coded as employees ensures that this population is counted in enterprise workforce reporting and aligns OFM guidance with how many agencies are currently coding their supported employees in HRMS.
Agency Action Needed
Review your agency’s supported employment positions and employees. If you have any supported employment positions or employees currently coded with non-employee coding, please copy and update those records to accurately reflect standard state employee coding. When making these updates in HRMS, use an effective date in the current period.
The following resources have been revised to reflect the new guidance:
HRMS Data Definitions
The NW SupportedEmplymnt employee group definition has been updated to state that participants are considered employees for enterprise workforce reporting, and to provide more detail on how supported employment salaries are assigned in AFRS (sub object NW).
The Disability definition has been updated to state that in the absence of self-disclosure, employers may code supported employees as having a disability.
These two definitions have been updated on the HRMS Data Definitions web page and will soon be updated in HRMS F1 Help.
Layoff Activity Coding Resources
A new section has been added to the Layoff Activity: HRMS Coding Tools and Resources guide with information about identifying supported employment positions when reviewing agency data in preparation for or during layoffs.
Non-Employee Coding Guide
The HRMS Non-Employee Coding Guide has been updated to remove any reference to supported employment as this population should no longer be coded as non-employees. Supported employment positions and employees should reflect state employee coding, based on the specific details of their appointment.
