OFM Service News – 2025-2027 Collective Bargaining cycle and Enacted Budgets Updates
OFM has completed updates in HRMS resulting from the 2025-2027 Collective Bargaining cycle and Enacted Budgets with an effective date of July 1, 2025. Please see the link below to access a spreadsheet for the final list of directly valued employees that were automatically updated and the exceptions. Agencies have until July 22, 2025 to review and make manual updates in HRMS in time for the July 25, 2025, pay date.
It is recommended that agencies run a Basic Pay History Report and Position Cost Distribution Report 1018 for June 30, 2025 and July 1, 2025 to compare differences and to validate updates. You can find additional information on validation using the HRMS Data Validation Guide and 2025-2027 Targeted Job Classification Changes.

The spreadsheet has tabs showing the completed HRMS updates or the exceptions to updates. To open your agency’s list on each tab, click the “+” to the left of your Personnel Area.
General wage increase updates on July 2025 Directly Valued Updates and Exceptions spreadsheet

Directly Val Updates– This is the list of directly valued employees that had their Basic Pay Infotype (0008) automatically updated effective July 1, 2025 to receive the 3 percent general wage increase.

DIR Val Win - This is the list of employees that had their updates uploaded using Winshuttle, due to additional wage types on their Basic Pay Infotype 0008. Review this list for accuracy. The wage types amounts and/or percentages that were effective June 30, 2025, were copied into July 1, 2025 basic pay record. There may be directly valued wage types that need to be recalculated, due to salary increases like 1044- Shift Difference-all agys.

General Exceptions– This is the list of employees or positions expected to have their data automatically updated effective July 1, 2025 because their job class was part of the targeted job class updates but did not update due to master data issues.

Basic Pay Next Increase Date – This is a list of employees that had their basic pay updated but had next increase date removed or system entered a different date due to master data issues.
The Basic Pay Next Increase Date for employees should be reviewed for accuracy. The system pulled the next increase date based on basic pay data. The employees that were part of the Starting Wage updates had their next increase date removed, if they were at Step L or M, due to them going to a step below L. Refer to the HRMS Data Validation Guide and Basic Pay - Add Next Increase Date for information on the next increase date.
