New Bonuses & Lump-Sum Reporting Requirements for Employers
Effective July 23, 2023, employers are required to report bonuses and lump sum payments to the Division of Child Support per House Bill 1262. This requirement only applies to employees with a current WA Income Withholding Order that also includes a payment amount for past-due child support.
Bonuses and lump sum payments include, but are not limited to: bonuses, cash service awards, commissions, performance bonuses, retroactive pay increase, severance, sign on bonus, and vacation/holiday pay cash out options.
Reporting to the Division of Child Support must be done before the lump sum is paid out to the employee.

WA Cares Premium Collection Began July 1st
What you need to know about premiums, exemptions, and more
As of July 1, 2023, you must collect WA Cares premiums from your employees’ wages and report their wages and hours at the end of each quarter—much like you do now for Paid Leave. Reporting will begin Oct. 1, 2023, and will follow the same reporting process as Paid Leave. There is no employer share of WA Cares Fund premiums.
Explore the employer resources for helpful tools that you can use to communicate with employees and answer questions about the program.
Join ESD for employer-focused webinars, covering Paid Leave and WA Cares employer responsibilities, premium collection, quarterly reporting, payments, and more!
Paid Leave: Employer Accounts
Add more points of contact
All employer accounts have a primary contact, but now you can also add contacts for wage reporting, payments and refunds, and benefits.
Keeping this information up to date ensures timely communication with the correct folks at your business if they need to reach out about reporting or benefits. These points of contact will receive letters and notifications from ESD but will not have access to your employer account unless you also add them as account users.
Learn more about completing the PIN process and adding, updating, or removing points of contact in their Help Center.
