On May 12, 2022, we let you know that we would provide additional information about the HRMS updates to reflect the General Wage Increase, Lump Sum Payments, Tiered Lump Sum Payments, Targeted Job Classification, and 2022 Supplemental Omnibus Operating Budget Section 736 changes resulting from the Collective Bargaining and Enacted Budgets effective July 1, 2022. This email contains the additional information, including agency action(s) required for implementation of the above. Additional Information
General Wage Increase:
General Wage Increases (GWI) will be treated as it has been in years past where OFM automates them as much as possible. Agency action is needed only for directly valued employees. The following provides additional details for both indirectly and directly valued employees, including the agency action needed:
- For indirectly valued employees, the salary schedules will include the GWI and are being updated by OFM on June 15, 2022. In addition, indirectly valued employees’ basic pay will be automatically updated in HRMS by OFM via table updates based on the General Service Salary Schedule and Special Salary Schedules. This includes semi-monthly and hourly employees paid from a salary schedule (pay scale).No agency actions are needed for OFM to implement GWIs for indirectly valued employees on June 15, 2022.
- For directly valued employees, the majority of directly valued employees (e.g., typically those in WMS and Exempt jobs) will be automatically updated by OFM. However, OFM needs agencies to validate their data before implementation. A list of impacted directly valued employees are listed under the tab titled Directly Val EEs on the spreadsheet for GWI attached to this email. Also included, in a tabbed titled Exclude Directly Valued EEs, is a list of directly valued employees who will not have their salary automatically updated effective July 1, 2022
On or around July 1, 2022, OFM will send a final list of directly valued employees who had their records updated in and will include any that weren’t successfully updated which may require agency resolution.
Agency Action: Review and notify the OFM Help Desk of any corrections no later than close of business on June 23, 2022. Detailed instructions are contained within the spreadsheet on the instructions tab.
Lump Sum Payment Payments (flat rate and tiered):
For impacted agencies only, agencies should review / validate the attached spreadsheet. There are instructions within the first tab of the spreadsheet. Agencies may either manually input their employees’ lump sum payments or can submit a Winshuttle to the OFM Help Desk.
To ask OFM to input the lump sum payments, please submit a PA30_IT0015_Create-1.xlsx or PA30_IT0015_Create_WithAssignment-1.xlsx Winshuttle Spreadsheet to OFM Help Desk no later than close of business on July 18, 2022.
Agencies that submit a Winshuttle Spreadsheet will receive the processed spreadsheet back after the upload. It will indicate employees who had their records updated in HRMS to provide the lump sum payment and will include any that weren’t successfully updated which may require agency resolution.
Job Classifications Changes:
For both the Targeted Job Classification and Section 736 adjustments, OFM will send a final list of positions and employees who had their records automatically updated and will include a list of any that weren’t successfully updated which may require agency resolution by July 8, 2022.
For employees with periodic increase dates (PID) and/or Longevity increases effective 6/16/2022 to 7/1/2022, OFM will move employees to their correct step prior to performing the salary updates.
The list of the proposed job classification changes are available online within the June 29 State HR Director's Meeting Agenda. Agencies should not notify employees of their job classification, salary range, and/or step, until after the State HR Director has formally adopted the job classification changes.
Both the Targeted Job Classification and Section 736 increases are “step for step” which means an employee retains their step when placed at the new range (e.g., currently at step C, will be placed at step C on new range).
Wage Types:
As a result of bargained and funded compensation changes, assignment pay references and premium pay wage types have been revised or created. HRMS will be updated to reflect new and revised Wage Types effective July 1, 2022, on June 15, 2022.
The attached spreadsheet provides a list of revised and new wage types for assignment pay or premium pay changes. New definitions, technical information and agency actions are contained within the spreadsheet. Refer to 2023-2025 Collective Bargaining Agreements and/or Assignment Pay References for specifics.
