Keeping current with training requirements

This communication is for Community Residential Providers impacted by training requirements outlined in  RCW 74.39A:

  • Supported Living
  • Group Homes
  • Group Training Homes
  • Children’s Licensed Staff Residential
  • Alternative Living
  • Companion Homes
  • State Operated Living Alternative (SOLA)

Rules for the training requirements are contained in Chapter 388-829 WAC and additional standards for the adult residential programs are located in Chapter 388-101D WAC.


COVID-19 Pandemic Response Updates

Suspensions and Emergency Rule Filings

Some training timelines are suspended under the COVID-19 Pandemic State of Emergency Proclamation 20-05. RCW/WACs remain suspended until September 1. This means that 40 hour CORE, 30 hours of Populations Specific training and Continuing Education Training remain suspended.  

If WAC/RCWs are reinstated at this time.  DSHS is filing an emergency rule to reset the date of hire and reset training timelines.  Stay tuned for more information. 


Virtualized Curriculum and Training Recommendations

DDA Residential Training Unit is recommending continuing to offer virtual trainings.  DDA developed curriculum has been virtualized. The content has been updated to adapt to a virtual classroom.  Virtual curriculum will be uploaded to the DDA Curriculum internet website in Aug 2020.

As you develop your virtual training plan, please consider Adult Learning Theory.  Processing and retaining virtual content takes more focus and attention than in-person trainings. Adults also need to adapt to engaging in a virtual environment which is a new skill for many adults. 

Please consider breaking day-long trainings into modules and offering asymmetrical learning opportunities (more information on this below).

Virtual Train-the-Trainer (TTT) Continuing Education (CE)

New 40 hour CORE Train-the-Trainer (TTT) Academies

Two options: Select one for your agency/organization

Webinar-based 40-hour CORE TTT Academy: teaches trainers how to facilitate the 40-hour CORE in webinar format. DSPs will learn the 40-hour CORE curriculum live in an instructor-led structure and complete all work in class.

  • This will be a Zoom meeting

Online 40 hour CORE TTT Academy (Asymmetrical Learning): learn how to conduct an online course. Participants will learn to create a self-guided learning classroom. This will enable trainers to plan shorter classroom sessions and encourage more independent learning.

  • Date: September 7-18, 2020  (short modules) In person session TBA upon registration

How to Facilitate Virtual Presentations and Trainings

Learn best practices for creating, facilitating and troubleshooting technical difficulties during virtual presentations. Online Asymmetrical Learning: The Next Step In Virtual Training

Overnight, Washington state moved much of its workforce to virtual trainings. We have been creating virtual training rooms that look similar to our in-person training rooms. 

Webinar-Based Learning

The training structure of the webinar-based learning mirror a traditional classroom and are familiar. A virtual class is scheduled for a specific time, with a live instructor. The participants are required to log in at specific time using a link to a web-based platform (Zoom, Skype, Microsoft Teams, etc). The participants engage with a live instructor, typically using video and audio with some chat features and written work.

This is known as a virtual classroom. The webinar-based training has a similar format to in-person trainings with the added advantages of participant-use multimedia tools in real time (polls, annotation, shared work documents, etc). The training has the capacity to reach more individuals in remote locations with no travel.

The disadvantages are we lose much of the non-verbal communication we come to depend on to assess learner comprehension, engagement and retention. Another disadvantage is trainings are still tied to specific time. Learners must focus (sometimes for long periods of time) on virtual content which takes more energy and focus than live settings. This causes fatigue and disengagement. Learners are also not able to work at their own pace. Instructors may struggle to meet differing needs of learners who are able to grasp training concepts quickly vs. learners needing more time.

Introducing Online Asymmetrical Learning

This l structure enables individual to engage with material in a self-guided way. Successful asymmetrical learning starts with a familiar webinar-based concept, where a class meets together, but the instructor introduces material, minimize direct instruction, assigns projects, and works outside of the training rooms for learners to engage. Instructors would use a multimedia approach using projects, group work, instructional video, etc. to guide work outside the classroom. There will be an orientation showing this structure once this academy development is complete.

Over time, learners  engage with material in a more self-guided way. Instructors use coaching techniques to help individual learners through course content, hold small group discussions, assign group work and host reflection sessions. The training would end in a culminating project, assessment or learning accountability activity.

Starting in September DDA in partnership with Volunteers of America will be piloting a 40-hour CORE training structure using the Asymmetrical Learning format and testing its effectiveness while also continuing to use the traditional webinar -based structure.
