CARES Act Funding

Developmental Disabilities Administration

July 10, 2020

The Office of Financial Management (OFM) authorized funding distribution from the federal CARES Act to certain Medicaid-funded Long-Term Services and Supports providers. These funds are intended to help long-term care providers offset the increased cost of providing care due to the COVID-19 pandemic.

Please note, it may take several weeks for the additional funds to be available for claiming as new service codes have to be implemented into the payment system. However, in most instances, providers will be able to submit claims retroactive to July 1, 2020. DSHS will work as quickly as possible to make the funds available.

In addition to the enhanced funding, where applicable, OFM has also authorized the continuation of Retainer Payments. Some delay in authorizing retainer payments will happen as the Centers for Medicare and Medicaid Services recently issued new guidance for retainer payments that must be incorporated into the DSHS’s policies. However, retainer payments will be available retroactive to July 1, 2020, and the Department will work with case managers to assist providers who need retainer payments during the interim period. The Department will send a GovDelivery out with further details in the next few weeks.
