Notice to Certified Residential Service and Supports Providers about Payment of Certification Fee

Effective July 1, 2019, the Department of Social and Health Services will begin billing certified and contracted supported living and group training home providers $2.31 per client per day to fund DSHS staff who conduct investigations in certified residential services and supports programs. The fee was enacted in 2019 and is codified in state law (RCW 71A.12.330, 71A.12.340 and 71A.12.350).

On July 1, 2019, DSHS began paying these providers the cost of the certification fee as part of their rate. The amount of $2.36 per client per day is reflected on the provider’s contract and shows up as “cert rate.” This amount is set in the state operating budget and is subject to change in future budgets.

The number of days billed will be based on information in the Provider One payment system for July through December 2019. The DSHS Office of Financial Recovery will begin billing for and collecting the fee in early February 2020. More details on the collection process will follow as the February date gets closer.

Going forward, billings and collections will be done every six months.
