Invitation to comment on waiver amendment

Developmental Disabilities Administration Update

March 20, 2019

Dear DDA Stakeholder:

The Department of Social and Health Services' Developmental Disabilities Administration (DDA) is in the process of preparing a renewal application for the Individual and Family Services (IFS) waiver funded by the Centers for Medicare and Medicaid Services (CMS).

Stakeholders have an opportunity to review and comment on the draft waiver renewal application before it is sent to CMS. The official 30-day public comment is March 20, 2019, through April 20, 2019.

The renewal application (555 pages) is available online. A brief summary follows:

  • DSHS and the Health Care Authority intend to renew the IFS waiver with an effective date of September 1, 2019.
  • The renewal proposes to:
    • Remove the client age limit of three+ years to be eligible for this waiver;
    • Expand provider types for the waiver service Peer Mentoring; and
    • Change the waiver calendar year from June 1 through May 31, to September 1 through August 31, to match the calendars of DDA’s other four waivers.

Key changes in the waiver renewal are located in:

  • Appendix B-1.a. Target Groups – page 21
  • Appendix C-1/C-3: Service Specification, Peer Mentoring - page 138-140
  • Main 1. Request Information – page 1

We believe these proposed changes will have a positive impact on current or future DDA waiver participants.

The renewal can be read in its entirety online. Official notices are also located in the Washington State Register and in DDA field services offices.

Send comments to DDAWaiverAmendments@dshs.wa.gov March 20 through April 20, 2019.

All future waiver announcements will be made using this communication system in addition to the Washington Register and flyers in DDA office lobbies.
