Loss of electronic benefits transfer (EBT) funds

Dear Supported Living, Group Home and Group Training Home providers,

Under WAC 388-101D-0285, if a residential service provider loses a client’s funds due to theft, misplacement, or mismanagement, the provider must reimburse the client for the total amount lost.

In the case of lost, stolen, or mismanaged electronic benefits transfer (EBT) funds, the residential provider cannot reimburse clients with cash funds due to Economic Services Administration rules. Providers will be expected to pay for clients to purchase groceries equal to the amount lost when the provider was responsible for the management/oversight of the card/EBT account. Food receipts will verify the client was reimbursed.
