Background Check System Issue with Fingerprint Sharing

Developmental Disabilities Administration Update

August 7, 2018

Dear DDA service providers who administer background checks,

If you do not administer background checks, please disregard this notice.

Fingerprint Sharing

The new Background Check System (BCS) is incorrectly providing fingerprint results to entities from previous, outdated fingerprint checks. This functionality was established for DSHS employees for Individual Providers and should not display for all providers. No statute allows fingerprint sharing amongst Community Residential Services and other providers. We are working with the BCCU to fix the issue in their system as soon as possible.

Per DDA Policy 5.01, Background Check Authorizations, all new hires of long-term care workers require a new fingerprint check. New fingerprint checks are also required for renewal checks on long-term care workers who have lived outside of Washington in the past 36 months.

If you have accepted the fingerprint sharing results that are currently available in the new system, the background check will need to be resubmitted as soon as possible. The shared, outdated fingerprint results are not acceptable. Please ensure rules for working unsupervised are followed, per DDA Policy 5.01

To complete the correct background check, submit a new inquiry for the applicant. You can use the same application confirmation code. When the fingerprint sharing decision is presented, choose “No, complete a new background check.”

See page 23 of the BCS Entity User Guide for fingerprint sharing instructions.

Background Check System Delays

Some background check results are experiencing significant delays at this time. Many of the delays are due to entities resubmitting background checks. These duplicate checks cannot be rescinded and are being completed in the order submitted. Please do not resend a background check if it is currently in pending status. Thank you for your continued patience.
