In this update:
Thank you for your patience while we worked to evaluate ways to reduce construction impacts for the Boyer Hillside regrade. We are happy to share that Skanska has been able to excavate soil faster expected. Based on this progress, along with feedback from the community, we’ve made several key adjustments to our approach. This includes streamlining phasing, eliminating nighttime work and trucking, and shortening the overall duration of the work from approximately four months down to two months.

Excavation in progress on the Boyer Hillside
Parking restrictions on Boyer Avenue East
To support this work, we will be updating the hours of our current parking restrictions on both sides of Boyer Avenue East between East Roanoke Street and Portage Bayshore Condominiums. Parking will be restricted 24 hours a day, Monday through Friday, with parking allowed on the weekends.

Heads up! Crews will fully close eastbound SR 520 from I-5 to Montlake Boulevard in Seattle from 7 p.m. on Saturday, Aug. 8, to 11 a.m. on Sunday, Aug. 9, for expansion joint repairs on SR 520.
What to know
- Westbound SR 520 and the Montlake Boulevard on-ramp to eastbound SR 520 will remain open.
- Travelers coming from I-5 who want to access eastbound SR 520 will need to use alternate routes to cross Lake Washington.
- Nearby neighbors will hear noise from construction equipment.

Last Saturday, crews installed the final casing at bridge pier 8! This marks the completion of casing installation for bridge piers 4 through 8 for the new westbound bridge (casing installation for piers 1-3 and 9-12 will be scheduled in the future). We appreciate your patience as we wrapped up this work.
Crews are now installing rebar and pouring concrete into each casing. They’ll start this work on bridge pier 4, closest to Boyer Avenue East. Crews will need to start pouring concrete in the early morning hours (as early as 4:30 a.m. some mornings) to allow enough time for it to cure during each shift.
What to expect:
- Barge deliveries with large rebar cages from Kenmore to Portage Bay on weekdays.
- Daytime and nighttime construction.
 Rebar cages to be used in the newly installed drilled shafts
This week, crews continued installing drilled shafts near East Roanoke Street. These drilled shafts will eventually support the future Roanoke lid.
As of this week, we’ve installed 12 out of 18 drilled shafts in this area. We expect to continue this work through mid-August.
Construction overview:
- Crews will continue to use an oscillator to rotate a temporary steel casing into the ground while removing soil.
- Once crews complete excavation, cranes will lift and place the rebar cage into the shaft.
- Crews will then pump concrete into the drilled shaft. After the concrete is in place, they will remove the temporary casing using the oscillator.
Nearby neighbors will experience noise and vibration during construction. This phase of lid construction is expected to continue through the summer.
Crews get ready to pour concrete as they build the foundation for the future Roanoke lid.
What neighbors should expect:
- Drilled shaft installation between East Roanoke Street and SR 520.
- Typical work hours: 7 a.m. to 10 p.m. weekdays (excluding most holidays) and 9 a.m. to 10 p.m. on weekends.
- Increased noise and vibration from trucks and equipment.
- Flaggers on Delmar Drive East to help guide construction vehicles in and out of the work zone.
- Daytime parking restrictions (6 a.m. to 6 p.m.) on the west side of 11th Avenue East between Delmar Drive East and East Miller Street, and on the east side of Boyer Avenue East between East Roanoke Street and Everett Avenue East.
