Next phase of Roanoke lid construction begins June 15; come meet the project team and learn about Portage Bay construction

Next phase of lid construction begins near Roanoke Park June 15

Starting as soon as the week of June 15, crews will begin building another lid foundation (like the one in the median on SR 520) in the area between East Roanoke Street and SR 520.

Moving equipment in the work zone

Crews will start this work by moving equipment into the work zone behind our acoustifence on East Roanoke Street. We will close Delmar Drive East between East Roanoke Street and Interlaken Boulevard overnight from 10 p.m. to 6 a.m. on Monday, June 15 through Thursday, June 18 to bring in pieces of equipment and assemble a crane. A uniformed police officer will be on-site to guide traffic and pedestrians around the work zone during this closure.

Installing drilled shafts

After crews move in and build the equipment, they will begin installing drilled shafts which will eventually support the future Roanoke lid. Instead of using a vibratory or impact hammer to install the steel casings for each drilled shaft, they will use an oscillator to twist steel casings into the ground. Crews will plan to work west to east (from 10th Avenue East to Delmar Drive East).

Nearby neighbors will experience noise and vibration during daytime construction. This phase of lid construction is expected to continue through the summer.

Construction overview:

  • Crews will bring in pieces large equipment for cranes, oscillators and steel reinforcement cages.
  • From June 15 to 18, crews will work at night to build the crane using hand tools.
  • Large trucks will need to access the work zone from Delmar Drive East during daytime hours. Flaggers will be on site to briefly pause traffic as needed and safely guide trucks into the work zone.
  • Crews will use an oscillator to rotate a temporary steel casing into the ground while removing soil.
  • Once crews complete excavation, cranes will lift and place the rebar cage into the shaft.
  • Crews will then pump concrete into the drilled shaft. After the concrete is in place, they will remove the temporary casing using the oscillator.

What to expect:

  • Drilled shaft installation between East Roanoke Street and SR 520
  • Typical work hours: 7 a.m. to 10 p.m. weekdays (excluding holidays) and 9 a.m. to 10 p.m. on limited weekends
  • Increased noise and vibration during this work from trucks and equipment
  • Flaggers on Delmar Drive East

Update on Montlake Boulevard sign structures

You may remember the community engagement process we had in 2023 about the newly installed sign structures on Montlake Boulevard. Following the installation of the structures in fall 2023, we received strong feedback from the community about their size and appearance. We worked with community members over a six-month process to develop recommendations for alternative, smaller sign structures. The community engagement process and final recommendations were published in the SR 520 Montlake Project Signage: Community Engagement Report

WSDOT included the installation of the new structures in Skanska’s contract, the Portage Bay Bridge and Roanoke Lid Project contractor. Skanska will soon receive all the materials for black-painted sign structures (mast arms) and is preparing to install them this summer. This will require closing Montlake Boulevard for two weekends in July and August.  

We’ll continue to keep you updated with more information – including closure details and scope of work – later this summer.
