Canceled SR 520 closures this week; updates to our Tree and Vegetation Management and Protection Plan

CANCELED: Weeknight ramp closures and weekend eastbound SR 520 closure

We’re sharing an update that the planned weeknight closures of the eastbound SR 520 off-ramp to Montlake Boulevard (Oct. 13 –16) and the weekend closure of eastbound SR 520 from I-5 to Montlake Boulevard (Oct. 17 – 20) are cancelled. These closures will be rescheduled for a later date.

These closures were planned so crews could begin removing parts of the existing eastbound off-ramp to Montlake Boulevard. This will give them the space needed to build a new, temporary off-ramp to Montlake Boulevard. Once the temporary ramp is complete, eastbound traffic will switch onto it, and the existing ramp will be removed.

This future traffic shift will be a significant change for drivers, and we want to get it right. We’ll share an updated scheduled once all preparations are in place. It will take at least two of these weekend closures to successfully complete this traffic switch. Be sure to check sr520construction.com and future updates here for the latest information.


Updates to the Portage Bay Project’s Tree and Vegetation Management and Protection Plan

Before construction began for the Portage Bay Bridge and Roanoke Lid Project, WSDOT and Skanska developed a Tree and Vegetation Management and Protection Plan (TVMPP) as part of the Section 106 Programmatic Agreement. The Tree and Vegetation Management and Protection Plan:

  • Describes project-specific management practices to preserve, protect and avoid affecting trees and other vegetation within a project’s construction area.
  • Identifies ways to limit effects on vegetation during construction and establishes an implementation plan to ensure best practices are followed.
  • Outlines specific areas where we need to remove, protect and restore trees.

The trees initially identified for removal in the July 2024 TVMPP were based on WSDOT’s conceptual design. Since Skanska came on board and progressed the design, they’ve identified additional trees that need to be removed for several reasons, including: 

  • Construction of the Harvard Connection bike and pedestrian path.
  • Reconstruction of the East Roanoke Street/Delmar Drive East/11th Avenue East intersection, including future sidewalk, ADA ramp, curb and planter area improvements. 
  • Utility connections along East Roanoke Street, west of the Delmar overpass, and near the Boyer Stairs.
  • Design refinements to the Roanoke lid area and some of the lid’s stair and ramp connections.

Linked on our Construction Corner website is a summary of these recent changes and updates to the Portage Bay Project’s Tree and Vegetation Management and Protection Plan since July 2024. This document also includes further details and justification for the project’s need to remove additional trees within the limits of construction.

We understand that trees and natural areas are integral to Seattle and are beloved by nearby neighbors. We intend to limit tree removal as much as possible, while still providing construction crews with the space needed to build the project. 2575 W Montlake Place East property demolition

Back in March, we shared news that we had acquired the property at 2575 West Montlake Place East. This house is located just south of the eastbound SR 520 off-ramp to Montlake Boulevard. In August, we shared another update that WSDOT plans to demolish the house and build an access road to the south work trestle in Portage Bay.

Beginning this week (week of Oct. 13) crews will start preparing the property for demolition, including removing a few trees, erosion control setup and securing the property with fencing. 

Demolishing the house will likely take several days. During this work, nearby neighbors can expect:  

  • Work hours: Monday through Friday, 7 a.m. to 10 p.m. However, typical working hours will likely be from 7 a.m. to 4 p.m.
  • Noise from dump trucks, excavators and other large equipment.
  • Intermittent lane reductions in both directions of West Montlake Place East.

After crews demolish the home, neighbors can expect to see additional construction in the area as crews grade and pave an access road from the property to the southeast Portage Bay shoreline. Crews will use this access road to carry equipment and materials to and from the southern work trestle.
