In this update:
Nighttime work has kicked off for the Portage Bay Bridge and Roanoke Lid Project. Night crews will work between the hours of 10 p.m. and 7 a.m. on weekdays and 10 p.m. and 9 a.m. on weekends and holidays.
On most nights, you can expect to see crews building the temporary work trestle in Portage Bay, moving materials to and from the site and, as the project progresses, paving the new bridges.
Nearby neighbors might hear noise from trucks, cranes, generators and heavy equipment. Crews will also use construction lighting – directed toward the work and pointed away from residences – to ensure the safety of workers and the public. Impact piledriving will not occur at night.
For the loudest work (such as removing concrete or digging into the street), we’ll apply for a Temporary Noise Variance (TNV) with the Seattle Department of Construction and Inspections (SDCI). If the TNV is approved, we will notify neighbors in advance.
If you have questions or concerns about noise, please call the 24-hour construction hotline at 206-319-4520. Please be prepared to share your name and address and provide details about the noise you are hearing. Try your best to describe what it sounds like and how long you’ve heard it. This helps us relay that information to the on-site noise monitors and project staff, and helps us determine if any adjustments need to be made. You can also email us at sr520bridge@wsdot.wa.gov with that same information; but note that the inbox is not monitored overnight.

Beginning as early as Tuesday, Feb.18, Skanska crews will permanently close the existing Bagley Viewpoint as part of Portage Bay Project construction. Crews will rebuild the Bagley Viewpoint on the new Roanoke Lid near Delmar Drive East, southeast of its current location (see conceptual rendering below).
Skanska needs to close the Bagley Viewpoint to relocate utilities, build the new lid and stage construction equipment. During the closure, neighbors will see construction vehicles, heavy equipment and construction materials stored in the Bagley Viewpoint parking area. For safety reasons, visitor access to the area will be fully restricted.
The new Bagley Viewpoint will open along with the Roanoke Lid in 2031. Skanska will preserve and reinstall the original stone memorial marker at the new viewpoint.
We will share more details about the redesigned Bagley Viewpoint during future monthly construction meetings as the design of the Roanoke Lid progresses.
