In this update:
Heads up! There are several on- and off-ramp closures tonight, Jan. 30, in the Montlake and South Lake Union neighborhoods. See below for a breakdown:
- The westbound SR 520 off-ramp to both Lake Washington Boulevard and Montlake Boulevard will close from 10 p.m. to 6 a.m.
- The Montlake Boulevard on-ramp to eastbound SR 520 will close from 9 p.m. to 5 a.m.
- The Mercer Street on-ramp to northbound I-5 will close from 11 p.m. to 5 a.m.

Nighttime work begins Feb. 5
Heads up, Portage Bay neighbors – nighttime construction starts Wednesday, Feb. 5. Many residents received a flyer explaining what to expect.
What’s changing:
- Until now, we’ve needed a Temporary Noise Variance (TNV) from the Seattle Department of Construction and Inspections for any night work. The TNV requires notifying residents within 300 feet of the work in advance and offering hotel accommodations. We’ve used TNVs for activities like street sweeping, utility inspections and CCTV/sewer inspections on I-5 and SR 520.
- Beginning Wednesday, Feb. 5, most nighttime work will fall under the project's Major Public Project Construction Noise Variance (MPPCNV). This permit will last for 72 months (six years) and sets noise limits for nighttime construction work.
What to expect at night:
- You’ll start to notice crews working in and around Portage Bay at night. No impact piledriving will happen during nighttime hours, but crews will work on the temporary work trestle and other project elements.
- The MPPCNV sets limits for allowable levels of nighttime construction noise and defines the type of work that is allowed at night without a TNV, such as excavations, concrete sawing, installing support structures, rebar and concrete, paving, signing, and striping.
Will we use a TNV again during these six years?
- Yes. Some noisy construction – such as demolition work, jackhammering and removal of old concrete – will require TNVs.
What happens if the noise is bothering me?
- Noise monitoring staff will be on site to ensure sound levels stay within limits. They have “stop-work” authority if noise exceeds those limits.
- If you have questions or concerns about noise, please call our 24-hour construction hotline at 206-319-4520. Please be prepared to share your name and address and provide details about the noise you are hearing. Try your best to describe what it sounds like and how long you’ve heard it. This helps us relay that information to the noise monitors and project staff and helps us determine if any adjustments need to be made.
- You can also email us at sr520bridge@wsdot.wa.gov with that same information; but note that the inbox is not monitored overnight.
Upcoming tree and vegetation removal and short-term Bill Dawson Trail closures
Starting as early as mid-February through March, Skanska will begin removing some trees and vegetation near the Montlake Playfield and Bill Dawson Trail to prepare for construction of the SR 520 Portage Bay Bridge.
Before Skanska begins removing trees, they will post tree removal notices on the affected trees 30 days in advance. Skanska and WSDOT worked with a certified arborist and the project’s environmental team to identify the trees that need to be removed. All tree removals have been reviewed and permitted by the Seattle Department of Transportation's Urban Forestry team. During this work, Skanska will intermittently close sections of the Bill Dawson Trail for short time periods. Crews will place signs throughout the Montlake neighborhood directing trail users along pedestrian and bicycle detour routes.
What to expect
- Nearby neighbors may hear noise from large equipment, such as excavators.
- Crews will post signs near the Bill Dawson trailheads before any planned closures.
- We expect the trail closures to last between one and three days at a time.
- Skanska will share more details about the long-term Bill Dawson Trail closure – beginning this spring – in the coming weeks.
