SR 520 Bridge and Trail fully closed this weekend; Westbound off-ramp to East Roanoke Street closed May 13-22; Portage Bay Bridge project scope update

There is a horizontal green band that reads Rest of the West News. Above it is the letters W S D O T. An oval on the right reads state route 520.

In this update:

SR 520 Bridge and Trail fully closed across Lake Washington this weekend

Crews will fully close SR 520 in both directions between I-5 in Seattle and 92nd Avenue Northeast in Clyde Hill on the eastside starting at 11 p.m. tonight, May 10, until 5 a.m. Monday, May 13. The SR 520 Trail is also closed from 6 a.m. Saturday through 5 a.m. Monday.

During the closure, crews will install permanent pavement, utilities and a sign bridge over the highway.

Lake Washington Boulevard also closed this weekend

This weekend, crews will also close Lake Washington Boulevard between Montlake Boulevard and East Foster Island Road from 10 p.m. tonight, May 10, until 6 a.m. on Monday, May 13. During this closure crews will install utilities and permanent roadway.

24th Avenue East closed May 8-13

Starting Wednesday and continuing through 6 a.m. Monday, May 13, 24th Avenue East between East North Street and East Lake Washington Boulevard is closed so crews can demolish the roadway, install utilities and irrigation, and build ADA-standard ramps and sidewalks.

Plan now: Westbound SR 520 off-ramp to East Roanoke Street closed around-the-clock May 13-22

Westbound travelers on SR 520 will need to prepare for an around-the-clock closure of the off-ramp to East Roanoke Street beginning at 5 a.m. Monday, May 13, until 5 a.m. Wednesday, May 22.

All westbound traffic wanting to use this exit will need to detour to either northbound or southbound I-5, or use alternate routes.

During the closure crews will pave large sections of the ramp, complete drainage and utility work, and continue work on nearby retaining walls as part of the ongoing SR 520/I-5 Express Lanes Connection Project.

Closing the ramp around-the-clock allows crews to complete more work ahead of the project’s anticipated fall 2024 completion.

Scope change to Portage Bay Bridge and Roanoke Lid Project

As we shared in March, the state Legislature directed us to move forward with awarding the Portage Bay Bridge and Roanoke Lid Project contract and “seek consequential cost reduction opportunities through value engineering and prioritizing functionality and usability of the Portage Bay Bridge and Roanoke Lid.”

We recently began evaluating cost reduction opportunities with our contractor, Skanska. One early item we identified is removing the proposed Harvard Shared Use Path (Harvard Connection). The Harvard Connection includes a dedicated bicycle and pedestrian path between the new Roanoke lid and East Miller Street via a tunnel under 10th Avenue East, connecting to Harvard Avenue East.

There are several planned and existing north/south bike routes from Roanoke Park to downtown Seattle/South Lake Union that are comparable in function, length, and travel time to Harvard Avenue East. This includes Eastlake Avenue East, where the city is planning to install a protected bike lane as part of its RapidRide J Line (formerly RapidRide Roosevelt).

Removing the Harvard Connection from the Portage Bay Bridge and Roanoke Lid Project scope still maintains connections between East Miller Street and Harvard Avenue East from either 10th Avenue East, 11th Avenue East or Federal Avenue East. This change enables WSDOT to better align with the city of Seattle’s plans to provide a safe bike route via Eastlake Avenue East as well as other city street improvements. WSDOT is investing in a shared-use path along East Roanoke Street and constructing a bike and pedestrian bridge over I-5.

There are additional benefits to removing the Harvard Connection. The removal maintains the current tree buffer between neighboring homes and the highway, saving approximately 50 mature evergreen trees from being cut down. It also mitigates safety concerns and reduces city maintenance responsibilities (e.g., graffiti removal, pavement, lighting and vegetation management) and lowers project costs. Moving forward, we will work with city of Seattle to align efforts and investments on alternative routes to provide a similar level of connectivity as the Harvard Connection.
