In this update:
The project team took another significant step forward this week by releasing the Request for Proposals (RFP) to three contractor firms for the Portage Bay Bridge and Roanoke Lid Project. The teams selected to submit proposals are:
- American Bridge/Aecon, Joint Venture
- Skanska USA Civil West
- Kiewit/Stacy and Witbeck, A Joint Venture
The release of the RFP marks the three selected teams’ first opportunity to review preliminary design and contract requirements as they prepare their proposals and cost estimates to design and build the project.
Proposals from each of the design-build teams are due in August. Their proposals will detail the teams’ approach for completing the bridge and highway lid’s final design and construction. This includes their planned means and methods for constructing the project. WSDOT will announce the selected contractor in late summer or early fall.
The Portage Bay Bridge and Roanoke Lid Project is WSDOT’s last funded project for rebuilding the SR 520 corridor. Releasing the RFP is another milestone in the state’s efforts to complete safety and mobility enhancements on SR 520 between Redmond and Seattle. Major Portage Bay construction is set to begin in 2024 and will last approximately six years. Project benefits include:
- Safer travel from replacement of the old, structurally vulnerable Portage Bay Bridge with two parallel, seismically stronger bridges.
- Improved regional mobility with completion of the SR 520 Program’s transit & HOV enhancements between Redmond and Seattle.
- Greater transportation options through an extension of the regional SR 520 Trail across Portage Bay, a new bicycle and pedestrian crossing over I-5, and connections to the city of Seattle’s nonmotorized trail networks.
- A community-connecting highway lid between 10th Avenue East and Delmar Drive East, with landscaped open space.
- Improved water quality from a new system for capturing and treating SR 520 stormwater runoff.
- Wider highway shoulders that allow disabled vehicles to pull over without blocking traffic.

What’s that boat doing in Portage Bay?
Neighbors near Portage Bay may have noticed a boat moving back and forth across the bay yesterday. Crews were conducting a survey to measure the bay’s depth and map its underwater features. The data will ensure that the three contract proposers for the upcoming Portage Bay project (see the update above) have the most up-to-date information about the bay. The last survey was completed in 2019. The selected contractor will be required to complete additional bathymetric surveys both before construction begins and after the project is complete.
SR 520 will be closed in both directions between I-5 in Seattle and 92nd Avenue Northeast on the Eastside from 11 p.m. Friday, Feb. 10, to 5 a.m. Monday, Feb. 13. The SR 520 Trail and Foster Island Trail also will be closed.
During this closure, crews will place girders for a new bicycle and pedestrian bridge across SR 520 and an HOV direct-access ramp to the Montlake lid.
Thanks for your patience as we reached another major milestone during last weekend’s closure of SR 520 when we placed the last of the 208 girders needed for the Montlake lid. Construction of the lid began in January 2021. The Montlake Project’s final girders – beams to support a future bike and pedestrian bridge over the highway, east of the lid – are expected to be placed by spring 2023.
