Updates to Training Requirements for Licensed Child Care Providers During COVID-19

DCYF is providing ongoing support and training modifications for licensed child care providers in response to COVID-19. Below, you will find the most recent updates to training modifications that took effect July 2021:

ECEAP Updates

ECEAP Request for Applications (RFA) Releasing on Nov. 5

DCYF is releasing the ECEAP RFA for the 2022-23 contract year on Friday, Nov. 5. Current and potential ECEAP contractors are strongly encouraged to apply. 

Here is some key information for this process: 

For all questions about the RFA process, please email the ECEAP Expansion RFA Coordinators at eceap@dcyf.wa.gov. Please use “RFA Question” as your subject line.

ELMS

Changes to ELMS Released on Oct. 21:

  • ELMS now allows children to be enrolled up to 140% FPL without additional prioritization factors. These children are still in the Over-Income Allowed category.
  • ELMS now allows Early ECEAP child eligibility for children with IFSPs above 200% FPL.
  • Be sure to check the ELMS News tab when you log on to ELMS. The latest information is always on top.

Basecamp and Webinar Check-Ins

Below are a variety of options to gather with DCYF ECEAP and other ECEAP contractor staff to share updates, resources, challenges, and support.

Recruitment, Eligibility, and Enrollment (REE)

  • First Thursday monthly, from 9-10 a.m. Join Zoom meeting here
  • This online resource for REE staff provides time to connect about enrollment and eligibility topics and will take the place of in-person REE trainings, until further notice. Topics for November:
    • ELMS updates.
    • Recruitment ideas sharing.
    • Ask policy and ECEAP Performance Standard questions.

Mobility Mentoring® Basecamp

  • This online networking and learning space for ECEAP and Early ECEAP family support staff and managers is offered to support staff in delivering high-quality, culturally relevant, trauma-informed, healing-centered, and equity-focused family services. Email Leticia Cardenas at leticia.cardenas@dcyf.wa.gov to join this Basecamp. Features include:
    • A discussion board for family support professionals to ask questions of their peers and share strategies.
    • Information and updates regarding the implementation of Mobility Mentoring®.
    • Information regarding emergent topics such as health and safety, mental health support, community resources, anti-bias and culturally-relevant practices, ECEAP Performance Standards, and policies that affect ECEAP and Early ECEAP families.
    • Posting of relevant professional development opportunities.
    • Access to digital files and documents related to Mobility Mentoring® and other family engagement topics.

Mobility Mentoring® Monthly Webinar Schedule 2021-2022

You only need to register once to add all 10 webinars to your calendars. Occurs the second Thursday of every month through May 12, 2022, from 9-10:30 a.m. No webinar in November due to the Veterans Day holiday. Join Dec. 9 meeting.

In December, we will discuss Supporting a Coaching Culture:

  • How supervisors and staff can support a coaching culture.

  • System, best practices, staff engagement to support a culture of coaching within an organization.

Education Support Staff Basecamp and Webinars

  • This online resource for education staff in ECEAP and Early ECEAP provides space to connect about education topics, related information and resources, professional development opportunities, and monthly webinar discussions. Participation in Basecamp and the webinars is optional. Email eceap@dcyf.wa.gov to join the Basecamp.

  • Webinars are typically held the fourth Wednesday monthly from 1:30-2:30 p.m. Register for the Nov. 17 check-in.
  • The Education Staff webinars and Basecamp allow staff to:
    • Share ideas, strategies, and resources that support learning and growth.
    • Support each other regarding shared challenges and struggles.
    • Access links to professional development opportunities.
    • Ask policy and ECEAP Performance Standard questions.
    • Build networks with education staff around the state.

Tribal Education Staff Learning Community

This learning community is for staff that work at tribal sites. The next gathering is Nov. 18 from 3-4:30 p.m. Register here.

Since Time Immemorial Early Learning Training

The Since Time Immemorial Early Learning is a free curriculum that is designed to introduce young learners to concepts related to tribal sovereignty and learning about local tribes. Since Time Immemorial Early Learning Training is open to all ECEAP contractors. Join Nov. 4 from 2-4 p.m. Register here.

Government-to-Government Training

Government to Government training explores tribal sovereignty, tribal governments, and local tribes. This training is for all ECEAP contractors and is especially helpful for programs that serve tribal children or partner with local tribes. Join Dec. 10 from 12-4 p.m. Register here.

Teaching Strategies GOLD® Technical Assistance

  • Call the dedicated ECEAP GOLD® phone line at 844-854-4653 for simple issues like logging in and general teacher questions.
  • For more significant technical issues, submit a case form to the Teaching Strategies® Support Portal.
  • Email del.wa@teachingstrategies.com with GOLD® issues or requests for additional portfolios. Include details such as ELMS child IDs, teacher names and class names. You may include elms@dcyf.wa.gov as an email recipient for additional support.

Online Resources

Mental Health Training

  • Advanced Clinical Training (ACT) at the Barnard Center: This is a 15-month comprehensive, developmentally-grounded, relationship based, diversity-informed foundational, and specialized clinical professional development program for IECMH professionals who are post-graduate, licensed, or license-eligible. Learn more at the Virtual Open House held monthly through January 2022.
