The Department of Children, Youth & Families (DCYF) partners with the higher education community to design and provide options for education programs to support the early learning workforce.
In the 2020 fiscal year, DCYF, through the State Board for Community and Technical Colleges (SBCTC), awarded three community colleges an opportunity to implement innovative projects that will inform future program models: Everett Community College, North Seattle College and Wenatchee Valley College. The Tulalip Certificate Project allows students from Everett Community College (EvCC) to meet Initial Certificate courses at their place of work and within the confines of their work schedule alleviating time and travel constraints.
This model will allow EvCC to adapt course work to the philosophy, culture and language of the Tulalip Tribe and courses are offered to students at no cost.

Another exciting initiative at North Seattle College is increasing training opportunities in a provider’s primary language(s) to include the 12-credit Initial State Certificate entirely in the targeted language.
This program also includes additional support through in-person classroom support, instruction, materials and outreach in several languages. Languages may include: Spanish, Somali, Amharic, Tigrinya, Arabic and Vietnamese.
